Description/Analysis
IssueDetail
Issue Detail: Staff recommends City Council award a construction contract to Mason Painting, Inc. to rehabilitate and recoat the chemical containment areas around the Sodium Bisulfite and Sodium Hypochlorite tanks at the locations listed below that are used for the treatment of the combined wastewater system.
• Combined Wastewater Treatment Plant (CWTP) at 1391 35th Avenue
• Pioneer Reservoir at 2100 Front Street
This project will also include, but is not limited to, concrete restoration, surface preparation, and coating application.
These containment areas were identified as high priorities by the City’s Wastewater Operations and Maintenance (O&M) staff and require repairs due to age, deterioration, and poor structural integrity. The existing coatings are failing with severe cracking and peeling, contributing to further deterioration of the concrete and its structural integrity. This project will extend the useful life of the concrete containment areas and improve their functionality and reliability.

PolicyConsiderations
Policy Considerations: City Council approval is required to award construction contracts of $250,000 or more per City Code 3.04.010. The action requested conforms with City Code 3.56.020 for the award of competitively bid contacts to the lowest responsible bidder.
End
EconomicImpacts
Economic Impacts: This project is expected to create 1.48 total jobs (0.85 direct jobs and 0.63 jobs through indirect and induced activities) and create $229,068.39 in total economic output ($144,383.55 of direct output and another $84,684.83 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
End
EnvironmentalConsiderations
Environmental Considerations: This project was reviewed and determined to be categorically exempt from the California Environmental Quality Act (CEQA) under Section 15301 governing existing facilities, in that it meets the definition of restoration or rehabilitation of deteriorated or damaged structures or facilities to meet current standards of public health and safety.
End
Sustainability
Sustainability: The proposed project is consistent with the 2040 General Plan goal PFS-3.6, “Combined Sewer System Rehabilitation and Improvements,” as it will rehabilitate and improve the existing combined sewer system (CSS), by extending the life of this critical infrastructure.

FinancialConsiderations
Financial Considerations: Sufficient funds exist in the Facility Chemical Containment Coating project (X14170500, Funds 6006 and 6021) to award a construction contract to Mason Painting, Inc. for an amount not to exceed $371,000.
There are no General Funds allocated or planned for this project.

LocalBusinessEnterprise
Local Business Enterprise (LBE): A memorandum was approved by the Department of Utilities Director on February 11, 2025, granting a waiver of the LBE participation requirement for this project.
This project involves recoating concrete containment basins used in the storage and handling of chemicals for wastewater treatment. This work is a specialized scope typically performed by C-33 licensed contractors. Based on the previous bid opening on September 11, 2024, the City received four bids, however, none of the bidders met LBE requirements. As a result, there were no qualified contractors within the City of Sacramento or unincorporated areas capable of performing the required scope of work. A memorandum was therefore approved, granting a waiver of the LBE requirement to allow the project to proceed with the selection of a qualified contractor to complete the work.
