Additional Description/Analysis

IssueDetail

Issue Detail: Regional coordination for homelessness and housing is a top priority for the City of Sacramento and its partner agencies, and discussions on developing a new shared governance model have continued to progress.

In June 2026, the County of Sacramento and the cities of Sacramento, Elk Grove, Folsom, Citrus Heights, Rancho Cordova, and Galt signed a letter of intent agreeing to participate in a process through an ad hoc task force, supported by jurisdictional staff and an independent consultant to develop the details of this model.

The main objective of the task force is to develop a set of recommendations for a new shared, county-wide partnership model, which includes a governing body that provides program and policy guidance to improve the efficacy of the region’s housing and homeless response system and restructures the CoC board. The task force is made up of elected officials representing the local jurisdictions and two members of the Sacramento City and County Continuum of Care (CoC) board.

The first meeting of the task force was held on August 6, 2026. At that meeting, the consultant Field Impact Partners (FIP) introduced themselves to the task force, members discussed the role of the task force, made agreements on moving the work forward, decided on how formals decisions would be made, and identified characteristics of a successful future governing body.

Since that time, FIP has been working on developing recommendations for governing board roles, board composition, staffing and an initial committee structure for consideration at the second meeting of the task force, held on October 1, 2026. At this meeting, task force members voted 8-2 to approve the recommended governing body composition, with an amendment to the number of proposed CoC Board member seats.

With this approved framework, FIP will begin their next phase of work which includes creating a formal agreement, governance charter, and staffing and transition plan for the task force review and approval in December, with final approvals to be considered at the Board of Supervisors, City Councils, and CoC Board meetings in January 2027.

PolicyConsiderations

Policy Considerations: The consideration of a shared governance model overseeing housing and homelessness in Sacramento are consistent with the City’s Housing Element program H13. Homeless Plan which states that the City shall work with the Continuum of Care, its members, service providers, and jurisdictions, on a coordinated response plan that is updated regularly.

This Project advances the Council-adopted priorities of Economic Development and Homelessness identified at the September 30, 2025, Priority and Goal Setting Workshop and adopted on November 18, 2025. Specifically, this Project supports the Homelessness Governance and Funding Focus Area of the City of Sacramento One City, One Future Priorities Strategic Workplan.
