Issue Detail: On March 25, 2025, City Council adopted Resolution No. 2025-0079 to support the Citywide Transportation Safety Initiative. The Resolution established a new Transportation Safety Team in the Department of Public Works, amended the FY24/25 Capital Improvement Program to create an expenditure budget for the new Quick Build Safety Program (T15255300), suspended competitive bidding for construction-related agreements to support the Quick Build Safety Program, and allowed for on-call contracting methods. In addition, the FY25/26 Transportation Division budget included an expenditure budget for the Traffic Safety Response Program (S15265800).
In follow-up to that Council action, staff released a Request for Qualifications (RFQ) for Signing and Striping Services to solicit proposals from licensed contractors to perform signing and striping services in support of the City’s Quick Build Safety Program. The RFQ was advertised on March 16, 2026, and two proposals were received on April 10, 2026, from Sierra Traffic Markings and Central Striping Service. To ensure the Quick Build Safety Program and Traffic Safety Response Program have the available resources to provide rapid implementation of safety improvements throughout the City without separate competitive bidding on a project-by-project basis, staff recommends the award of a master services agreement in an amount not to exceed $900,000 to both Central Striping Service and Sierra Traffic Markings for an initial one-year term, with four potential additional one-year extensions allowed for a total of five years.
The implementation of on-call signing and striping capability is designed to enhance and supplement the existing City staff's resources, directly supporting the City’s Vision Zero goals. As safety interventions have been prioritized, crews with the City’s Traffic Signs & Markings team have experienced an influx of approved safety enhancements throughout the City. This has resulted in a backlog of work orders and ongoing maintenance needs that require timely attention.
The on-call contracts allow the City to undertake more significant modifications to its roadways. At present, City crews do not have the equipment required to install long line applications in thermoplastic according to City standard specifications. This work is also seasonal and cannot be completed during winter months due to temperature requirements. The on-call contracts enable the City to increase the delivery of enhancements during warmer months, without the need to maintain additional full-time staff throughout the winter season. These contracts were subject to union review, consistent with the requirements of Assembly Bill 339, prior to advancing to award and no objections were received.

PolicyConsiderations
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 requiring City Council for approval for agreements of $250,000 or more.
The actions requested herein are consistent with the City’s goals of improving and expanding public safety and enhancing livability. These actions are consistent with the following goals as identified in the General Plan:
M-4.3 Vision Zero: The City shall utilize a data driven, “vision zero” approach to eliminate all traffic fatalities and severe injuries by 2027, while increasing safety, health, and equitable mobility for all.
M-1.9 Equitable Processes and Outcomes: The City shall ensure that the transportation system is planned and implemented with an equitable process to achieve equitable outcomes and investments so that all neighborhoods one day will have similar levels of transportation infrastructure such as sidewalks, marked low stress crossings, and bikeways.
M-4.1 Application of Safety: The City shall design, plan, and operate streets using complete streets principles to ensure the safety and mobility of all users.

Environmental Considerations:
California Environmental Quality Act (CEQA): The action concerns continuing administrative activities that do not constitute a “project” as defined by California Environmental Quality Act (CEQA) Guidelines Sections 15378(b)(2) and are not subject to CEQA (CEQA Guidelines Section 15060(c)(3)). However, any project for which a task order is assigned will be subject to CEQA and will be reviewed individually.

Sustainability
Sustainability: Contemplated future projects would be consistent with sustainability goals of optimizing the transportation system and developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and will contribute towards Sacramento’s climate change goals.

Rationale for Recommendation: On March 16, 2026, Engineering Services issued a Request for Qualifications (RFQ) for On-Call Contractor Services for Signing and Striping Installation. The RFQ was advertised on the City’s Planetbids website. Proposals were received on April 10, 2026. A total of two responses were received. A panel of three City employees from the Department of Public Works’ Engineering Services Division, Transportation Division, and Mobility & Sustainability Division, reviewed and rated the proposals.
The panel determined that both contractors were qualified for the desired services, have demonstrable experience performing such work in a Public Works context, and the City has a need for more than one on-call contractor for this work. Consequently, the panel recommended entering into a master services agreement with both contractors to maximize the City’s capabilities to deliver needed safety improvements.

FinancialConsiderations
Financial Considerations: Each contract will be for a total amount not to exceed amount of $900,000. Each contract requires task orders. Each contractor must provide a quote/proposal which the City may accept or reject. Purchase orders encumbering funds under these agreements will not be created until a task order has been issued. Funding for each task order will be derived from local, state and/or departmental operating budgets as each project is identified. It is anticipated that the primary funding source for the individual task orders will be the Traffic Safety Response Program (S15265800), and sufficient funding exists within the program to execute the task orders resulting from these contracts.
Contractors may have multiple assignments each year; however, the aggregate amount for the initial term and any options to renew shall not exceed the contract amount of $900,000 as identified in the agreement. It is anticipated that each individual project will be awarded through a task order that shall not exceed $250,000.
