Recommendation
Recommendation: 1) Discuss and develop the proposed 2027 SCPRC Work Plan, identify priority projects, intended outcomes, responsible leads, resource and feasibility considerations, anticipated timelines; and 2) provide direction on the desired approach for the preparation of the finalized work plan, including accepting Commissioner volunteers to work on its finalization, for review and approval by the Commission at its November 9, 2026 regular meeting.

Issue Detail: The 2027 Work Plan will define the Commission's proposed projects and priorities for the upcoming year. A focused and achievable plan should connect each project to the Commission's legal authority, identify the public purpose and intended outcome, account for available meeting capacity and staff support, and establish a realistic sequence for completion.
Commission discussion will consider unfinished 2026 work, community feedback, OPSA and SPD coordination, recommendation tracking, commissioner training, public access and outreach, annual Military Equipment Use engagement, and issues identified through the 2026 Annual Report. Potential topics include;
• Public awareness and accessible community participation;
• Budget discussion and information;
• Structured listening sessions and Military Equipment Use engagement;
• Regular SPD and OPSA information-sharing and data review;
• Policy-development, recommendation-tracking, and response protocols;
• Commissioner onboarding, training, and continuity; and
• Earlier annual-report drafting, measurable milestones, and public progress reporting.

Policy Considerations: Under Chapter 17 of the City Council Rules of Procedure, advisory bodies identify proposed projects, priorities, and recommendations for the upcoming year, including required resources and feasibility information. The Commission's work must remain within the authority established by Sacramento City Code Chapter 2.110.
