Description/Analysis
IssueDetail
Issue Detail: The Sacramento Area Council of Governments (SACOG) requires agencies to submit an annual “claim” to get reimbursement for state Transportation Development Act (TDA) funds that are administered by SACOG and allocated to individual agencies based on population. The City of Sacramento is allocated TDA funds for transit purposes. Of the annual total, 98% of the City’s allocation is provided to the Sacramento Regional Transit District. The remaining 2% can be used for bicycle and pedestrian facilities and maintenance; this allocation is provided to the City to administer funds and seek reimbursement.
TDA fund estimates are budgeted to specific projects annually as part of the Capital Improvement Program. For FY2025/26, the City budgeted $340,000 of TDA funds for the Active Transportation Program (T15180400) for capital improvements. This funding is then often transferred to specific active transportation projects, often to leverage grant funds. Another $263,374 was budgeted in the Pedestrian and Bike Trail Repair and Maintenance Program (K15222100). This funding is used to provide maintenance and repair of existing bike trails.

PolicyConsiderations
Policy Considerations: Providing bike and pedestrian facilities to promote alternative transportation needs is consistent with the City’s General Plan goals for an integrated, multi-modal transportation system that offers attractive choices among modes including pedestrian paths, public transportation, roadways, bikeways, rail, waterways, and aviation. This action is consistent with the City’s Bikeway Plan.

RationaleforRecommendation
Rationale for Recommendation: To receive the City’s allocation of TDA funds, SACOG requires a claim package to be submitted including a Resolution approved by the City Council authorizing the filing of a claim. To claim all available funds, staff recommends making the budgetary adjustment included in this report.

In March 2026, SACOG revised its estimates to increase the expected funds available. Based on the updated revenue estimates for FY2025/26, a total of $606,195 of TDA funds may be claimed for reimbursement, higher than the amount ($586,374) that was originally budgeted. With the increase in revenue budget, staff is recommending an additional allocation of $2,821 to the Pedestrian and Bike Trail Repair and Maintenance Program (K15222100). Staff is also recommending that the FY2025/26 Department of Public Works revenue budget (TDA Fund, Fund 2013) align with the approved reimbursement.
