Description/Analysis

IssueDetail

Issue Detail: Property owners within the Midtown Sacramento area and Alhambra Corridor have proposed to renew the Midtown Property and Business Improvement District (District) for a ten-year term. The District was originally formed in 2007 for a five-year term and was renewed in 2012 for another five-year term. The District was then renewed for a ten-year term in 2016. If renewal efforts are successful, this renewed District will be in place for a ten-year term beginning January 1, 2027.

If renewed, the District will provide improvements, activities, and services such as graffiti abatement, litter removal, streetscape maintenance, safety, events support, placement pilot projects, capital improvements, mobility, communications, and advocacy on behalf of the properties located in the District to promote the area as clean, safe, and vibrant.

The City currently owns 13 parcels within the proposed District and will benefit from the services of the District. City participation in the District will serve the public interest because the proposed services provided by the District will help make the District more attractive, encourage more visitors, and bring new business investment to the District.  The services will continue to be implemented and managed by Midtown Association, a nonprofit owners’ association.

If the City Council wants to support renewal of the District, the Council may delegate to the City Manager or City Manager’s designee the authority to sign the property owner’s petition and assessment ballot on behalf of the 13 City-owned properties that are within the proposed District boundaries. The City-owned properties are detailed in Exhibit A to the attached Resolution.

The total District assessment for the first year of the renewed District would be approximately $3,024,368.78 and is currently anticipated to be levied on 901 assessed parcels. Of these 901 assessed parcels, the City currently owns 12 parcels which would be assessed.  The City also owns one additional parcel within the proposed District boundaries that is anticipated to not have an assessment. The City’s assessment for the first year of the District’s term would be $92,962. City-owned parcels have been included and assessed in the District since it was formed in 2007, and City owned parcels are also assessed in other PBIDs within the City and have benefitted from PBID services. Staff is recommending that City parcels continue to be included as assessed parcels in the renewed District.
