Description/Analysis

IssueDetail

Issue Detail: On April 13, 2021, Council approved the Community Benefits Partnership Agreement (CPBA), between the City, the Regents of the University of California, and Wexford Development LLC outlining employment, workforce training, housing, youth engagement, and transportation commitments by all parties surrounding the new development of the Aggie Square project along Stockton Boulevard. A key component of the CBPA included the commitment of $5 million from the City to fund a range of programs and activities to counter potential resident displacement and support housing stability in the neighborhoods surrounding Aggie Square.

In the spring of 2022, the City conducted a community survey to determine the program types needed to address potential resident displacement and support housing stability. The survey collected results from 367 individuals within the identified community zip codes as well as UC Davis employees in the AFSCME Local 3299 union. The results showed the greatest demand for home repair with homeless prevention/stabilization and first-time homebuyer programming as top priorities as well. Based on these survey results, the City released a Request for Proposals in late 2022 seeking organizations to pilot programs in these service areas.

In February 2023, Council approved implementation of four pilot programs to be administered by the organizations selected from the RFP process for home repair, homeless prevention/stabilization, and first-time homebuyer programming. Habitat for Humanity was selected to administer the Home Repair Program and has operated the program since 2023. Overall, the four pilots have served just over 1,600 community members between the home repair, housing stabilization, and first-time homebuyer programs since February 2023.

On November 18, 2025, staff issued a new Request for Qualifications (RFQ) for home repair and stabilization services to ensure the administration of these programs continued with the most qualified organizations in the community. Through this process, Habitat for Humanity was selected to continue operating Home Repair programming. The contract attached to this report is for the continuation of their existing home repair program and will offer habitability and structural repairs related to the life and safety of the housing for low-income homeowners and will ensure ongoing compliance with the Uniform Building Code, livability, accessibility, and affordability, while also furthering energy efficiency, housing electrification and equitable access to these repairs and environmental health improvements.

Staff plans to return to council in the coming months with new contracts for housing stabilization services as identified through the RFQ process.

PolicyConsiderations

Policy Considerations: The contracts recommended in this staff report carry out the City’s commitments within agreements surrounding Stockton Boulevard to provide housing anti-displacement and stabilization programming.

Sacramento City Code Section 3.04.010(B) states all agreements involving income or expenditure of $250,000 or more require Council approval.

EconomicImpacts

Economic Impacts: From February 2023 to present, Habitat for Humanity’s home repair program has assisted 50 households in the communities surrounding Stockton Boulevard. With an additional $350,000 in funding for the program, another 30-40 households can be assisted with home repairs.

End

EnvironmentalConsiderations

Environmental Considerations: This report concerns fiscal activities that do not constitute a “project” as defined by the California Environmental Quality Act Guidelines Section 15378(b)(4) because it qualifies as the creation of government funding mechanisms or other government fiscal activities, which does not involve any commitment to any specific project, which may result in a potentially significant physical impact on the environment.

RationaleforRecommendation

Rationale for Recommendation: Habitat for Humanity is a qualified organization that responded to City’s RFQ (Q2602145101) issued November 18, 2025. Six providers responded to the RFQ, and all proposals were reviewed by a panel, based on the panel’s scoring of these proposals, Habitat for Humanity’s submission was ranked highest. Additionally, Habitat’s work on the initial Home Repair Pilot has proven their ability to successfully administer this type of programming and is known in the community for their high quality of work. Staff recommends this contract in alignment with the City’s commitment to provide anti-displacement and stabilization programming in the Stockton Boulevard area. This contract will allow the continuation of home repair programming through May 31, 2028, for income qualified homeowners in the area.

End

FinancialConsiderations

Financial Considerations: Through the original contract for Home Repair programming, the City has provided $500,000 to Habitat for Humanity out of the total $5 million set aside for housing programming around Stockton Boulevard. As the four initial pilots reach their contract expirations, sufficient funding remains in the Stockton Boulevard Anti-Displacement Project (I02189030) to continue home repair programming through 2028.
