RationaleforRecommendation
Rationale for Recommendation: The City notified the Sacramento Police Officers Association (SPOA) in writing on May 16, 2025, of its intent to eliminate the sixty (60) college unit requirement from the Police Officer classification specification. In accordance with the Meyers-Milias-Brown Act (MMBA) and City Charter § 502, the City met and conferred with the SPOA on July 14, 2025, and August 12, 2025, and provided a final opportunity to submit negotiable impacts in writing by October 17, 2025. No additional information was received by that deadline, and no agreement was reached.
Under the Meyers-Milias-Brown Act (MMBA), and City Charter § 502, the City has satisfied its obligation to bargain over the effects of this decision. Because changes to minimum qualifications are a management right and no negotiable impacts were identified, no further obligation to meet and confer is required (Attachment 4).
