Description/Analysis
IssueDetail
Issue Detail: On January 17, 2023, the City issued RFP No. P23081111001 for consulting services to provide as-needed examination and testing for the Police and Fire departments. On November 27, 2023, it approved Contract PRC002410 with CPSHR Consulting to conduct these services, which are required as part of the selection process for Civil Service Classifications.
Promotional Civil Service examinations are open only to internal candidates with experience in lower City classifications within the same progression ladder. To ensure a fair selection process, the Police and Fire departments utilize consulting firms to oversee promotional examinations.
As of September 10, 2026, $42,760 remains available. Based on anticipated vacancies and expiring eligibility lists, at least three additional public safety recruitments are anticipated, with an estimated cost of $80,000. The remaining $42,760 will serve as a contingency to help offset these costs and provide flexibility should additional recruitments be needed beyond the three currently anticipated. This increases the NTE to $470,000, exceeding the $250,000 threshold, and requires City Council approval.

RationaleforRecommendation
Rationale for Recommendation: Approval of this action will allow the City to continue utilizing CPSHR Consulting to administer public safety promotional examinations in a consistent, fair, and independent manner. Utilizing the existing contract vendor provides continuity in the examination process and ensures the Police and Fire departments have access to specialized expertise necessary to develop and administer examinations for Civil Service promotional classifications. Continued access to these services is particularly important given anticipated vacancies and expiring eligibility lists, as delays in conducting examinations could affect the City's ability to establish eligible lists and timely fill critical public safety positions. Increasing the contract's NTE will provide sufficient capacity to support the three anticipated recruitments and flexibility to address additional public safety recruitment needs that may arise during the contract term.
End
FinancialConsiderations
Financial Considerations: Funding for these services is included in the operating department and/or project budgets of the hiring department.
