Issue Detail: In January 2022, the City acquired approximately 102 acres of undeveloped property located at 3100 Meadowview Road (the "Site") through a federal excess land auction. Since acquiring the property, the City has conducted extensive analysis and community engagement to identify the most appropriate long-term use of the Site.

 

In March 2023, the City retained a consulting firm to prepare an Opportunities and Constraints Analysis (Analysis) to evaluate the property's development potential.

 

In April 2024, staff presented the findings of the Analysis to the City Council. The Analysis evaluated four potential land use scenarios, ranging from an interim 200-bed homeless shelter to medium- and high-density residential development and a regional sports complex. During that discussion, the City Council expressed a preference for a mixed-use concept that could include a variety of housing types, an economic development catalyst, and a resource conservation component for the benefit of current and future residents.

 

A key conclusion of the Analysis was that independent development of the Site by the City would be impractical due to the significant infrastructure, development, and financing requirements. Successful development would require one or more development partners and substantial external funding.

 

To further advance planning efforts, in January 2025, staff received Council approval to apply for a $500,000 Valley Vision We Prosper Together grant. The grant would have supported pre-development activities, including the preparation of a funding strategy and a solicitation package for prospective development partners. Although the application was not selected for funding, the process further highlighted the significant financial and partnership resources necessary to move the project forward.

 

In March 2025, following the seating of several newly elected Council Members, staff provided an informational presentation summarizing the history of the Site, the analyses completed to date, and the key actions undertaken by the City.

 

In January 2026, staff issued a Request for Expressions of Interest (RFEI) to better understand current market conditions and gauge private-sector interest in potential development opportunities should the City pursue disposition of the property. Responses to the RFEI, together with the findings of the Opportunities and Constraints Analysis, indicated that disposition of the Site may represent the most practical and financially viable strategy for achieving the City's long-term objectives.

 

Before the City may dispose of the property, it must comply with the requirements of the California Surplus Land Act (California Government Code § 54220 et seq.). Under the Act, the City Council must formally declare property as either “surplus land” or “exempt surplus land”, supported by written findings, before the City can dispose of it. The Act defines surplus land as “land owned in fee simple by any local agency for which the local agency’s governing body takes formal action in a regular public meeting declaring that the land is surplus and not necessary for the agency’s use.” (Gov. Code, § 54221(b)(1).)

 

The proposed Resolution would declare most of the City-owned property located south of Meadowview Road, commonly identified as Sacramento County Assessor Parcel Number (APN) 053-0010-078-0000, surplus land under the California Surplus Land Act. The declaration would exclude an area of at least 240 feet by 300 feet in the southwest corner, which the City will retain for the Department of Utilities to construct a new water reservoir facility.

 

After consulting with the appropriate City departments, staff determined that the remainder of the property is not needed for current or future City projects. As part of any future disposition, the City will also secure an easement providing access to the retained site from a future road to the south.

Environmental Considerations: The City Council declaration that a parcel is surplus land is in compliance with a statutory requirement and is not part of a project that has been identified, designed or funded. No physical change in the environment would occur. The action is an administrative action that would not result in direct or indirect physical changes in the environment and is not a project as defined in CEQA. (CEQA Guidelines section 15378(b)(2); 15060(c)(3)).
