Description/Analysis

IssueDetail

Issue Detail: The City of Sacramento has completed preliminary design and environmental clearance for the Franklin Boulevard Complete Street Project, which proposes a lane reduction and active transportation improvements along the entire corridor from Sutterville Road to 38th Avenue. The segments between Sutterville Road and 32nd Avenue are fully funded as “Phases 1 and 2”, and are currently under construction. The “Phase 3” project, between 32nd Avenue and the city/county limits near 38th Avenue, is the final phase of the larger corridor vision

The Phase 3 project has been awarded State funding through the Active Transportation Program for the preparation of plans, specifications and estimates (PSE), and right-of-way services. In addition, the City Council approved $250,000 in funding through the Community Development Block Grant Action Plan. Work began in the larger Franklin Boulevard Complete Street Project, but for project tracking purposes, it will all be included under the Phase 3 CIP.

The establishment of the Franklin Boulevard Complete Streets Phase 3 Project will allow for separate tracking of targeted grant funds for the project.

A solicitation for professional services was advertised to competitively select a consulting firm to provide professional services for the preparation of PSE and right-of-way for the Franklin Boulevard Complete Street Phase 3 Project. The panel was comprised of Public Works staff and included qualified engineering services and economic development staff who reviewed the proposal.

Bennett Engineering Services team was recommended as fully qualified to perform the required services. Staff has completed negotiations and recommends awarding and executing a professional services agreement for final design in an amount not-to-exceed $1,325,822.

PolicyConsiderations

Policy Considerations: The actions requested herein are consistent with the City’s 2040 General Plan for improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:

M-1.11 - Increase Bicycling and Walking. The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.

The actions requested are also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.

The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on June 12, 2025, in compliance with the City Code.

EnvironmentalConsiderations

Environmental Considerations: California Environmental Quality Act (CEQA): The City Council adopted the Franklin Boulevard Complete Street Mitigated Negative Declaration and Monitoring Plan on February 4, 2020 (Resolution 2020-0039), which covered all three phases of the project.

National Environmental Policy Act (NEPA): The Franklin Boulevard Phase 3 project is state funded.  As part of the development of the broader Franklin Boulevard Complete Street Plan, NEPA clearance was obtained for all three phases of the project.  Caltrans issued a Categorical Exclusion for the Franklin Boulevard Complete Street project on March 16, 2020.

Sustainability

Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.

RationaleforRecommendation

Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and approve the budgetary adjustments necessary to deliver the final design phase of work for the Franklin Boulevard Complete Streets Phase 3 Project and to award and execute the professional services agreement.

A Request for Proposals for the Franklin Boulevard Complete Street Phase 3 Project was released on July 21, 2024, with proposals due on September 10, 2024. A pre-proposal meeting was held on September 16, 2024, and seven consultants attended.  Several firms reviewed the request for proposals. On the due date, one proposal was received, which was submitted by Bennett Engineering.

A panel of City staff from the Department of Public Works and the Office of Innovation and Economic Development reviewed and evaluated the consultant team’s written proposal based upon experience, qualifications, project understanding, and work plan among other factors, and recommends engaging their services.

Approval by the City Council is required to execute a Professional Services Agreement with Bennett Engineering Services Inc.

FinancialConsiderations

Financial Considerations: The estimated cost to complete the PS&E phase of work for the Franklin Boulevard Complete Streets Phase 3 is $1,943,000. Early project establishment activities for the Phase 3 project were included in the larger project, but for better project tracking purposes, staff proposed to transfer the budget and expenses $244,307 (Block Grant, Fund 2700) from the Franklin Boulevard Complete Street Project (T15165500) to the Franklin Boulevard Complete Street Phase 3 Project (T15255600). With that transfer, the establishment of the revenue and expenditure budget of $1,157,000 (Other Capital Grants, Fund 3704), and the transfer of $640,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Project (T15007200), there will be sufficient funding to award and execute a Professional Services Agreement for an amount not to exceed $1,325,822 with Bennett Engineering Services Inc. for the Franklin Boulevard Complete Streets Phase 3 and complete the PS&E phase.

There is sufficient funding in the State and Federal Grant Match Project (T15007200) to support the transfer of funds. No General Fund is currently allocated for this project.

Background

Background The Franklin Boulevard Complete Street Phase 3 Project, located on Franklin Boulevard between Sutterville Road/12th Avenue and 32nd Avenue, is the final segment of the Complete Street project which will transform Franklin Boulevard into an active transportation-friendly main street that meets the mobility needs of its underserved residents and supports community economic development and smart growth principles.

This project will provide significant improvements in bicycle and pedestrian facilities and traffic calming to the South City Farms neighborhood and Franklin Boulevard Business District, collectively referred to as the “Franklin District”, an underserved community within a few miles of Downtown Sacramento which has seen little investment over the decades. The Franklin District is home to a low-income, historically-immigrant community which lacks connectivity and mobility options. Although Franklin Boulevard serves as the "main street" for this community, it often operates as a commuter bypass route for State Route 99. Franklin Boulevard currently has four wide travel lanes, no bike lanes, attached sidewalks with no shade, and infrequent pedestrian crossings. This project will improve safety and mobility for users of all ages, incomes, and abilities, and will improve access to schools, community centers, church, shopping, services, and jobs.

The segment between Sutterville Road and 32nd Avenue has completed final design and began construction in Spring 2025. This project has received state funding through a grant from the Active Transportation Program (Cycle 6) for design and right of way for the Phase 3 segment between 32nd Avenue and the city limits near 38th Avenue, which will complete the full vision of the grassroots-led Franklin Boulevard Complete Street Plan.

The project will include a reduction in travel lanes from four to two with a center turn lane; pavement rehabilitation; Class IV protected bikeways separated from vehicle lanes by vertical curbs and refuge islands; modified traffic signals; and improved pedestrian facilities including crosswalks, pedestrian-scale lighting, buffer planters, shade trees, and accessibility improvements. This project will improve safety and mobility for users of all ages, incomes, and abilities, and will improve access to schools, shopping, services, health care, bus and rail transit, jobs, and many other community resources. The City/County limits are located just south of 38th Avenue, and the limits also run along the centerline of the roadway for a portion of the project limits, with the City of Sacramento to the west and County of Sacramento to the east. The project will conform to the existing four-lane roadway cross-section south of 38th Avenue, within County limits. Preliminary coordination with the County occurred during the preliminary engineering and environmental clearance phase, and prior to the submittal of the grant application for final design. Ongoing coordination with the County will be necessary.
