Additional Description/Analysis
IssueDetail
Issue Detail:
1. In October 2025, the Sacramento Police Department (SPD) updated their audio logging equipment from Verint’s Insight Center to Eventide’s MediaWorks DX, which was purchased through AT&T. MediaWorks DX is a comprehensive digital recording solution used by public safety agencies to capture, store, and retrieve radio and telephone communications. The system provides reliable recordings of 911 calls, dispatch radio traffic, administrative phone lines, and other critical communications to support daily operations, incident review, quality assurance, training, and evidentiary needs.
2. The MediaWorks DX platform offers advanced search and playback capabilities, allowing authorized personnel to quickly locate recordings by date, time, channel, phone number, or incident number. The system also supports secure long-term storage, redundancy, and compliance with public safety records retention requirements.
3. In May of 2026, Communications received notification from AT&T that our radio provider, Motorola, would be conducting their bi-annual System Update Agreement (SUA) upgrades in July of 2026. When the SUA upgrades occur, there is a need to also upgrade the Archive Interface Software (AIS) recording server for MediaWorks DX to maintain recording continuity. If not done, MediaWorks DX will no longer record radio traffic after the SUA upgrades are done. To continue recording all radio traffic, a new license is required and must be purchased through AT&T as they are the vendor for Eventide’s MediaWorks DX. This cost is $38,307.86.
4. Verint’s Insight Center was the Communications Center’s audio recording solution from September of 2015 until October of 2025 when SPD upgraded to Eventide’s MediaWorks DX. The upgrade was necessary due to Insight Center being end of life and no longer supported by the vendor. Although Insight Center is no longer used to record, we must maintain previously recorded audio contained on its servers to adhere to the City’s retention policy of 730 days that is outlined in the internal City of Sacramento’s Record Retention Schedule Policy, Section SPD-006: Communications Center Records. These recordings are subject to PRA requests, District Attorney requests, used by our detectives during their investigations, and are open to litigation holds and subpoenas. Due to this requirement our admin staff frequently pulls audio from Insight Center to fulfill those requests. Since Insight Center is no longer supported by the vendor it remains unmaintained and as a result frequently freezes or even crashes all together. These issues have caused a significant delay in staff’s productivity. This delays us responding to PRA requests, District Attorney requests, litigation holds, and subpoenas; all of which have legal requirements surrounding our response time. It also prevents detectives from completing their investigations. Eventide’s MediaWorks DX can ingest the audio from Insight Center which would alleviate all these issues. The cost is $20,271.00.
The remaining $61,421.14 increase to the contract will cover any additional costs incurred or purchases needed from AT&T while we are in contract with them. Approval of this contract supplement will allow SPD’s Communications Center to continue using the current Eventide MediaWorks DX product allowing us to fill a critical role for enhancing efficiency and our legal requirements for numerous aspects of police communications operations.

RationaleforRecommendation
Rationale for Recommendation: AT&T is the proprietary vendor for our phone system. Because of this, our audio logging equipment must interface correctly with that system, requiring us to use an AT&T-supported product. In order to keep consistency with our current 911 equipment that is interfaced with AT&T, there are no other vendors that can complete the upgrades.
End
FinancialConsiderations
Financial Considerations: Existing General Fund resources will be used to pay for annual support and maintenance.
End
LocalBusinessEnterprise
Local Business Enterprise (LBE): AT&T is not an LBE. The minimum LBE participation requirement is waived as the city has suspended competitive bidding and utilized an alternate procurement method to select a vendor.
