Issue Detail: The Department of Youth, Parks, and Community Enrichment (YPCE) requests approval to award a contract to Parker Landscape Development, Inc. for the Bertha Henschel Park Restroom and Basketball Court Improvements Project for $277,686. The project scope includes: demolishing the existing restroom building, concrete flatwork, and wood shade structure; preparing the pad and utilities for a new restroom; and coordinating installation with the Public Restroom Company. Additional improvements include constructing new concrete flatwork and a 6-inch curb, replacing the drinking fountain and basketball equipment, applying an asphalt seal coat, restriping both courts, relocating turf rotors, providing turf seeding and landscape maintenance, and installing new picnic tables and a concrete park sign.

 

Following completion of the formal bidding process, Parker Landscape Development, Inc. was identified as the lowest responsive and responsible bidder. Bertha Henschel Park is a 2.5-acre neighborhood park located at 160 45th Street in Plan Area 3, Council District 3. Construction is anticipated to be completed in the fall of 2026.

Policy Considerations: City Code Chapter 3.60 requires City Council approval for any construction agreements exceeding $250,000.

 

Providing parks and recreation facilities aligns with the City’s strategic plan to enhance neighborhood livability by expanding parks, recreation amenities, and trail networks citywide. This effort also supports the Park Development Process outlined in the 2040 Parks Plan.

EconomicImpacts

Economic Impacts: The economic impacts shown were generated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER applied the IMPLAN input-output model (using 2009 coefficients) to estimate the effects of a hypothetical $1 million in construction spending within the City of Sacramento over an average one-year period. Actual economic impacts may vary significantly from these estimates, and neither the City of Sacramento nor CSER can be held responsible for any consequences resulting from such variations.

Based on this model, the $277,686 park construction project is expected to generate approximately 1.11 jobs (0.64 direct jobs and 0.47 jobs through indirect and induced activities). The project is also projected to produce $171,453 in total economic output, including $108,068 in direct output and $63,385 in indirect and induced output.

Environmental Considerations:

California Environmental Quality Act (CEQA): The proposed project is exempt from environmental review under CEQA Guidelines Sections 15301 and 15302. The project involves the operation, repair, maintenance, and minor alteration of existing public facilities within City Park, with no or negligible expansion of existing or prior uses. It also includes the replacement or reconstruction of existing structures and facilities where the new improvements will be located on the same site as those being replaced.

Sustainability: The Bertha Henschel Park Restroom and Basketball Court Improvements Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations (2016 Update), the 2040 General Plan, the 2018 YPCE Strategic Plan, and Parks Plan 2040. The project supports these plans by enhancing access to a diverse range of health and wellness activities for all residents. The restroom renovation will incorporate sustainable design and maintenance practices, including the water- and energy-efficient fixtures and appliances.

Bids were opened on June 3, 2023. Three bids were received, and Parker Landscape Development, Inc. was determined to be the lowest responsive and responsible bidder.

The low bidder was determined based on the total bid amount. In accordance with City Code Sections 3.60.020 and 3.60.360(E), Parker Landscape Development, Inc. was identified as the lowest responsive and responsible bidder. Award of the contract is recommended for the base bid and additive alternates, totaling $277,686.

The total bid amount aligns with the Engineer’s Estimate, which included $199,440 for the base bid and $76,225 for nine additive alternates. These alternates consist of 1,350 square feet of additional concrete walkway, 25 linear feet of concrete curb, 310 square feet of concrete pads, relocation of site furniture, installation of two picnic tables and two trash receptacles, and a concrete park name sign, for an estimated total of $275,665.

FinancialConsiderations

Financial Considerations: There is sufficient funding in the Bertha Henschel Park Restroom and Basketball Court Improvements Project (L19109500) to award the construction contract, including associated staff time. Bertha Henschel Park is an existing facility, and its ongoing maintenance and utility costs are already incorporated into YPCE’s operating budget for the applicable fiscal year.
