Description/Analysis

IssueDetail

Issue Detail:

In June 2025, the City completed its audit of the City Motel Program (CMP). Following recommendations of the City Auditors, the Department of Community Response (DCR) elected to close the CMP and replace it with a newly designed Emergency Sheltering Voucher (ESV) program.

In February 2026, City staff executed supplemental agreements with Jibboom Hotels Inc. dba Motel 6 Sacramento North, College Hotel’s Inc. dba Motel 6 Central, Arden Acres, and Paul & Sons Northgate Inc. to extend an additional three months through May 31, 2026, to allow additional time to develop the ESV program. No additional funding was added to the CMP motel contracts at that time; however, additional funding is needed to complete the CMP program.

City staff recommends entering into additional supplemental agreements with Jibboom Hotels Inc. dba Motel 6 Sacramento North, College Hotel’s Inc. dba Motel 6 Central, Arden Acres, and Paul & Sons Northgate Inc. to add funding needed to support the wind-down operations of the CMP program as it transitions to the new ESV program which is scheduled to open on May 27, 2026. The ESV program will maintain the current motel room maximum capacity in vouchers of 200 units. All current CMP participants will be transferred into the new ESV program when the CMP closes.
