Description/Analysis

IssueDetail

Issue Detail: Salary increases of two and one-half percent (2.5%), effective September 19, 2026, were established through the successor Memoranda of Understanding (MOUs) negotiated between the City and the Sacramento City Exempt Employees Association (SCXEA), Stationary Engineers, Local 39 Miscellaneous (L39A), and Stationary Engineers, Local 39 General Supervisors (L39C). Salary increases of three percent (3.0%) effective October 3, 2026, were established through the successor MOU negotiated between the City and Sacramento Area Firefighters, Local 522 (L522) The negotiated salary adjustment applies to all classifications represented by these bargaining units in accordance with the terms of the successor MOUs.

Salary schedule adjustments are being made to certain career classifications covered by the Personnel Resolution Covering Unrepresented Employees (Unrep Reso) effective September 19, 2026. These adjustments are based on market survey data, identified recruitment and retention challenges, and a review of existing salary range structures. The adjustments are intended to better align salary ranges with the relevant labor market, and establish greater consistency in the range between minimum and maximum salaries for unrepresented classifications to support an equitable compensation structure, and for compliance with Section 8.7 of the Unrep Reso.

Section 8.7 of the Unrep Reso states that Unrepresented classifications in the Executive Management (Unit 20), Mayor/Council Support (Unit 21), and Executive Management Support (Unit 22) units, who have similar or equivalent classifications in SCXEA shall receive salary range adjustments by the same percentage, and on the same dates, as salary range adjustments received by the SCXEA classifications.

Approval of this item updates the salary schedule to implement the negotiated wage increases and ensures the City's compensation rates remain consistent with the provisions of the successor labor agreements and the Unrep Reso. The revised salary ranges will apply to all employees in classifications represented by SCXEA, L39A, L39C, L522, and certain Unrep career classifications as specified on the redline version of the salary schedule.

Salary Schedule

The California Code of Regulations requires that the City Council adopt the City’s Salary Schedule at a public meeting (2 CCR § 570.5). This obligation arises whenever salary ranges are changed to ensure that salary rates are transparent and publicly available. These publicly adopted rates are used by California Public Employees’ Retirement System (CalPERS) to determine the appropriate compensation earnable for each City employee when calculating their pension benefit. The specific changes to the City’s Salary Schedule are presented in two versions, a red-lined version showing only changes to the Salary Schedule as Attachment 2, and a clean copy of the City’s complete Salary Schedule is included as Exhibit A to the Resolution.

Government Code § 54953

Government Code § 54953 requires that prior to taking final action, the legislative body orally report a summary of the recommendation for final action on salaries, salary schedules, or compensation paid in the form of fringe benefits for a local agency executive during the open meeting at which the action is taken. The Director of Community Development, Director of Community Response, Director of Convention & Cultural Services, Director of Economic Development, Director of Finance, Director of Human Resources, Director of Public Works, Director of Utilities, Director of Youth Parks and Community Enrichment, Fire Chief and Police Chief, each meet the definition of a local agency executive under Government Code § 3511.1(d) because these positions are not subject to the Meyers-Milias-Brown Act, and each is the department head of a local agency. Accordingly, a summary of the proposed compensation and salary schedule adjustment for these Department Heads must be orally reported prior to final Council action.
