Issue Detail: Parking along the proposed sections of Gateway Oaks Drive (see Exhibit A) is currently prohibited and marked with a red curb, but vehicles continually violate the parking restrictions. Posting these locations with “No Parking Anytime” signage will make it clear to drivers that they are not allowed to park and help keep the locations clear.

PolicyConsiderations

Policy Considerations: The recommendations in the report are in accordance with City Code Section 10.36.020, which prohibits parking when signs are erected giving notice thereof, that no person shall stop, stand or park a vehicle at any time upon any of the streets described in resolutions duly adopted by city council. This authority by a local agency to regulate on-street parking is set forth in California Vehicle Code section 22507(a) which permits local authorities to prohibit or restrict the stopping, parking, or standing of vehicles on certain streets either by ordinance or resolution.

Economic Impacts: None.

EnvironmentalConsiderations

Environmental Considerations: The current proposal involves parking restrictions. The proposal is not a “project” in accordance with Section 15378 of the California Environmental Quality Act Guidelines. The implementation of these parking restrictions does not have potential for resulting in either direct or indirect physical changes in the environment. Therefore, as determined by the City’s Environmental Services Planning Manager, no environmental review is necessary.

Rationale for Recommendation: Parking along the proposed sections of Gateway Oaks Drive (see Exhibit A) is currently prohibited. The curb along Gateway Oaks is painted red and prohibits on-street parking. Despite these locations being no parking areas, vehicles continually violate the parking restrictions. Posting these locations with “No Parking” signage will make it clear to drivers that they are not allowed to park and will help attempt to keep the locations clear.

Financial Considerations: The cost to implement the recommended parking regulation is estimated to be $3,713. Sufficient funds are available in the Parking Services Division FY2025/26 operating budget (General Fund, Fund 1001).
