Description/Analysis

IssueDetail

Issue Detail: The Carlson Drive Rehabilitation Project includes resurfacing Carlson Drive from H Street to Glenn Hall Park, as well as key entryway segments of Sandburg Drive and Camellia Avenue Due to roadway deterioration caused by heavy construction truck traffic, particularly from the United States Army Corp of Engineers (USACE) bank protection projects, these streets are being restored to a state of good repair.

 

The Carlson Drive Rehabilitation Project was advertised on April 29, 2026, and three bids were received. Staff recommend awarding the construction contract to the lowest and most responsive bidder, American Pavement Systems, Inc.

PolicyConsiderations

Policy Considerations: The requested action aligns with the City’s General Plan goals by supporting the continued maintenance of public streets through the use of a pavement management system and associated maintenance program (M-1.39 Maintain the Street System). In addition, it advances transportation safety objectives by implementing traffic calming measures in front of Caleb Greenwood Elementary and increasing visibility at street crossings (M-3.3 Traffic).

 

The recommendations in this report are consistent with City Code Chapters 3.60 and 3.64 (Participation of Local Business Enterprises).

EconomicImpacts

Economic Impacts: This new infrastructure is expected to create 2.09 total jobs (1.2 direct jobs and 0.89 jobs through indirect and induced actives) and create $323,305 in total economic output ($203,782 of direct output and $119,524 of output through indirect and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impact could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has determined that the Carlson Drive Rehabilitation Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301 (c) - Existing Facilities

                     

Projects exempted under Class 1, Section 15301(c) consist of the operation, repair and minor alteration of existing public facilities, mechanical equipment, and topographical features including existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities.

 

The Carlson Drive Rehabilitation Project involves pavement rehabilitation improvements to address deterioration along the existing roadway segments identified within the project limits.

There is adequate funding (Road Maintenance and Rehabilitation Account, Fund 2036) within the Transportation Corridor Program (R15200000) to award the construction contract.
