Description/Analysis
IssueDetail
Issue Detail: The departments of Public Works, Utilities, and Youth, Parks, and Community Enrichment (YPCE) use fertilizers, herbicides, pesticides, and rodenticides in parks and open spaces to encourage the growth of desirable plants and limit or eliminate undesirable plants and animal pests. The current contract with Target expires on 12/31/2024. The Procurement division issued Request for Bids No. B25061521001 to solicit new suppliers for these products. The contractors are also required to train City staff on the proper use of the chemicals and to assist with certifications.
Bid No. B25061521001 was posted on the City’s electronic bidding portal and available to the public on 8/27/2024. Notifications of the bid were sent to 99 registered vendors. Twenty-one vendors viewed the bid, and three bids were submitted prior to the 9/25/2025 deadline. One of the bids was deemed non-responsive as it did not meet one of the bid requirements.

Rationale for Recommendation: Normac and Target were the lowest responsive bidders for selected products commonly purchased by City departments. Awarding a contract to two different suppliers allows City departments an alternative if the primary contractor is out of stock of an item.
