Issue Detail: The Department of Youth, Parks, and Community Enrichment (YPCE) is seeking approval to award a contract to Parker Landscape Development, Inc. in the amount of $451,828. Granite Park Soccer Fencing and Concrete Improvements project includes

installation of new 6’ fencing around the newly renovated all-weather field, boulders to limit vehicle access to the natural turf field, grading for the new walkway, concrete pavement, the removal of trees, a mow curb under fencing, and irrigation modifications.  

 

A formal bid process for this work was completed, and Parker Landscape Development, Inc. was the lowest responsive bidder.

 

The remove of trees includes one 4” Hackberry, Celtis occidentalis, two 22” and 10” Chinese Pistache, Pistacia chinensis, five 29”, 18”, 16”, 24” and 23” Cottonwood, Populus fremontii, and one 7” Valley Oak, Quercus lobata trees.  A tree removal notice was posted at the site on July 23, 2026. These eight existing trees are recommended for removal because they have uncorrectable structural defects. Trees recommended for removal have been reviewed and approved by Public Works Division of Urban Forestry. City Code Section 12.56.040 provides that City Council approval is required to remove these trees because they have a diameter at standard height of four inches or more.  

 

Granite Park is an 80.45-acre regional park located at 8200 Romona Avenue in Council District 6. This project is anticipated to be completed in the Fall 2026.

PolicyConsiderations

Policy Considerations: The proposed actions are consistent with City Code Chapter 3.60, which provides that City Council approval is required to enter into construction agreements over $250,000, and with City Code Chapter 12.56, which requires City Council approval to remove trees that have a diameter at standard height of four inches or more.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

EconomicImpacts

Economic Impacts: The indicated economic impacts are estimates and calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

The park construction project in the amount of $451,828 is expected to create 1.81 jobs (1.04 direct jobs and 0.77 indirect jobs through indirect and induced activities). Furthermore, it will create $278,974 in total economic output ($175,840 of direct output and $103,134 of output through indirect and induced activities).

EnvironmentalConsiderations

Environmental Considerations: The proposed project has been determined to be exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines Sections 15302 replacement or reconstruction, 15303 new construction or conversion of small structures and 15311 accessory structures. The project consists of minor alteration of existing public facilities involving negligible or no expansion of use.

Sustainability: The purchase of supplies and installation of materials under this contract meets the City of Sacramento’s Sustainability goals by improving and optimizing this park. The installation of this equipment at Granite Park will advance the goals, policies, and targets by improving the health of all residents through access to a diverse mix of wellness activities.

Rationale for Recommendation: The formal bidding process for the Granite Park Soccer Fencing and Concrete Improvements project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bid was opened on June 24, 2026. Staff received seven bids and the result is listed below:

The low bidder was determined based on the total bid amount. The Engineer’s Estimate for the base bid with additive alternate was $848,725. 

 

Pursuant to City Code Sections 3.60.020 and 3.60.360 (E), it was determined that Parker Landscape Development, Inc. offered the lowest responsive bid, (based on the base bid plus additive alternates) and is a responsible bidder. The contract is recommended to be awarded for the base bid and additive alternate 2, 4 and 5 in the amount of $451,828.

FinancialConsiderations

Financial Considerations: There is sufficient funding available in the Granite Park Soccer Fencing and Concrete project (L19806000) budget to award the contract to Paker Landscape Development, Inc.

 

Granite Regional Park is an existing park; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs for the budget adopted in the applicable fiscal year.
