Description/Analysis
IssueDetail
Issue Detail: The City began developing the Race and Gender Equity Action Plan (RGEAP) (2020-2025) in 2018, focusing on workforce equity. Representatives from across the City who participated in the Government Alliance on Race & Equity (GARE) cohort spent six months training together, concluding in the development of a racial equity statement and racial history of Sacramento. The cohort identified major themes around workforce equity and in 2019 and completed a draft of the RGEAP.
The RGEAP was finalized and launched in 2020, intended to be a 5-year plan. The work took longer to begin due to the Covid-19 pandemic. The first department Equity Teams formed in 2021 to support this work and have continued to develop and grow. These efforts are now expanding beyond workforce equity to include the full scope of the services, programs, and functions of City departments.
Additional background information on the initial presentations and formation of this work can be found in the Law and Legislation Committee staff report, Strategic Actions on Workforce Equity on September 15, 2020 and in a November 2020 update.
This report provides an update on the City’s RGEAP and the work of Department Equity Teams. In the last year, the focus of the RGEAP has expanded beyond workforce equity to include external as well as internal facing efforts. Last summer, the Office of Diversity & Equity (ODE) introduced the Results-Based Accountability (RBA) framework with an equity lens, which focuses on developing performance measures to better understand how we are serving our careholders through our programs, services, and employee facing work. RBA centers on three questions:
• How much are we doing?
• How well are we doing it?
• Is anyone better off because of what we are doing?
The next phase will include a process called Turn the Curve which will help us understand what the data is telling us and what action plan is needed to more forward equitably.
ODE is currently working with the Equity Teams to finalize their initial performance measures, and where possible, align their performance measures with the City Manager’s One City One Future plan and Council’s adopted priorities.
