Recommendation
Recommendation: Pass a Motion authorizing the City Manager or designee to execute Contract Amendment No. 2 to City Agreement No. 2024-1394, a Professional Services Agreement with ADS Corp, to continue providing wastewater flow monitoring services for Fiscal Year (FY) 2026/27, FY 2027/28, and FY 2028/29 for the Flow Monitoring/Hydrology Program (I14610100, Fund 6006 & Fund 6011) for an amount not to exceed $430,000.This amendment will bring the agreement’s total not-to-exceed amount to $750,000 and extend the agreement through November 1, 2029.

Description/Analysis
IssueDetail
Issue Detail: Staff recommends that City Council approve Contract Amendment No. 2 with ADS Corp for temporary wastewater flow monitoring to obtain flow data in the separated and combined sewer systems. This data will be used to establish wet- and dry-weather hydraulic model flow inputs and support capital improvement assessments as needed. The flow data will enable staff to further calibrate and validate wastewater hydrologic and hydraulic (H&H) models used for numerous purposes, including identifying existing system capacity deficiencies; evaluating capacity improvements to support projected growth; completing or updating infrastructure planning documents; identifying wastewater mains in need of rehabilitation or upsizing; updating development impact fees; supporting private development improvements; supporting Operations and Maintenance (O&M) operational decisions; refining pump station and force main sizing; and verifying regulatory compliance.
Hydraulic model calibration is intended to adjust assumed model input parameters to better match the observed flow meter data. Continued flow monitoring services include flow metering, site assessments, equipment installation, maintenance, data retrieval, data reporting, and equipment removal. City staff are not available or trained in using the specialized equipment needed to conduct flow measurements, nor skilled at real-time data review activities that support the data quality goals, and the City does not own the equipment needed to perform this work.

PolicyConsiderations
Policy Considerations: City Council approval is required for a contract amendment that exceeds $250,000 per City Code 3.04.020.

Economic Impacts: None.

EnvironmentalConsiderations
Environmental Considerations: The action would approve wastewater flow monitoring and collection of measurement data. Community Development Department, Environmental Planning Services has determined that the services provided through the agreement are categorically exempt from the California Environmental Quality Act (CEQA), pursuant to sections 15301 (Existing Facilities) and 15306 (Information Collection) of the CEQA Guidelines. The activities involve basic data collection, research, and resource evaluation which do not result in a serious or major disturbance to an environmental resource (CEQA Guidelines Section 15306); and the operation and maintenance of existing public facilities and would not result in any significant effects (CEQA Guidelines Section 15301).

Sustainability
Sustainability: The proposed project is consistent with the 2040 General Plan under policies PFS-3.1, “Provision of Adequate Utilities”, PFS-3.2, “Utility Sustainability”, PFS-3.6, “Combined Sewer System Rehabilitation and Improvements”, PFS-3.8, “Capitol Improvement Planning”, and PFS-3.10, “Meet Projected Needs” as flow measurement data will be used to support projects which will reduce sanitary sewer overflows, improve service and reliability, and reduce energy-intensive maintenance efforts.

RationaleforRecommendation
Rationale for Recommendation:
On June 20, 2024, a Request for Proposal (RFP) (P24141311034) was advertised and issued on PlanetBids for flow monitoring services in the separated and combined sewer systems. On the due date of July 11, 2024, three proposals were received. A four-member evaluation team that included staff from the Department of Utilities (DOU) and one member from Sacramento Area Sewer District, evaluated the proposals. ADS Corp was the top-ranked firm.
The consultants were ranked in the following order:

FinancialConsiderations
Financial Considerations: The existing agreement has an initial three-year term with two optional renewals. Estimated annual cost is $150,000, for a total amount not to exceed $750,000 for the maximum five-year term. The original not-to-exceed amount of the agreement was $300,000, Contract Amendment No. 1 was $20,000, and Contract Amendment No. 2 in the amount of $430,000, would increase the agreement’s total not-to-exceed amount to $750,000. Sufficient funds are available in the Flow Monitoring/Hydrology Program (I14610100, Fund 6006 & Fund 6011) to execute the contract amendment.
There are no General Funds allocated or planned for this project.

LocalBusinessEnterprise
Local Business Enterprise (LBE): ADS Corp is not an LBE but has subcontracted with an LBE firm for traffic control and/or general labor services, to meet the minimum LBE participation requirement.

Background
Background: Temporary flow monitoring is an ongoing program the City uses to better understand how both the combined and separated sewer systems perform under varying conditions. By deploying short-term, strategically placed flow meters, the City collects real-time data on system capacity, rainfall-derived inflow and infiltration, and areas prone to surcharge or spills. This monitoring supports hydrologic and hydraulic (H&H) modeling, helps validate and refine system assumptions, and improves the City’s ability to plan and prioritize capital improvements. Continuous use of temporary flow monitoring strengthens regulatory compliance, enhances the accuracy of long-term planning tools, and ensures the City can proactively identify emerging issues while supporting more cost-effective infrastructure investments.
In the June 2024 Request for Proposal (RFP) for flow monitoring services, staff proposed a budget of approximately $300,000 for an initial three (3) year contract, with two (2) optional annual renewals for approximately $100,000 each subsequent year. In October 2024, City Council approved the execution of a Professional Services Agreement with ADS Corp for an amount not to exceed $300,000, for the first three-year term. As the work progressed, it became clear that costs were higher than estimated and that additional monitoring locations were needed to support capital improvement project decisions. Flow monitoring data is also now being utilized to evaluate upcoming development impact mitigation projects in the combined system as well as system performance issues such as inflow and infiltration conditions causing capacity constraints and Combined Sewer System (CSS) National Pollutant Discharge Elimination System (NPDES) permit compliance issues. These expanded monitoring needs resulted in an actual cost of approximately $150,000 per year during the first two years of the agreement, and it is anticipated that $150,000 is needed for each remaining year of the maximum five-year term. This contract amendment updates the budget to reflect the true annual cost of monitoring and extends the agreement through the full five-year term in a single Council action. The additional $250,000 over the originally proposed $500,000 for the maximum five-year term will fund services within the general scope of the original contract.
