Issue Detail: The Department of Youth, Parks, and Community Enrichment (YPCE) is responsible for providing quality landscape maintenance services across city parks.
Given the commitment to providing a 7-day mowing cycle on a citywide basis, and ensuring a balanced workload for current staff, supplemental services are needed to address the 31 parks listed in the non-professional services agreement by having the contractor provide ongoing landscape maintenance services.
On May 7, 2024, (File ID: 2024-00809) and July 30, 2024 (File ID: 2024-01305) City Council authorize the City Manager or designee, to execute Contract PRC002778 and Amendment No.1 with Azevedo’s Landscape & Maintenance for landscape maintenance. Amendments No. 2 to 4 were executed, increasing the total not-to-exceed amount to $2,751,048.
With the addition of new parks, YPCE requests approval for Contract Amendment No. 5, which will extend the contract term through June 30, 2027, and increase the not-to-exceed amount by $141,253, for a revised total not-to-exceed amount of $2,892,301. Approval of the amendment will ensure YPCE can maintain newly added parks and uphold citywide service level commitments.

Rationale for Recommendation: Invitation for Bid No. B24191311006 was issued in January 2024 to procure landscape maintenance services needed for city parks. Six bids were received. A non-professional services agreement was awarded for one year with four optional one-year extensions to Azevedo’s Landscape & Maintenance, the lowest responsive and responsible bidder.

FinancialConsiderations
Financial Considerations: The original contract, effective July 1, 2024, was approved for a not-to-exceed amount of $2,318,900. Subsequent amendments adjusted the amount as follows:
• Amendment No. 1: increased to $2,621,731
• Amendment No. 2: decreased to $2,614,691
• Amendment No. 3: increased to $2,665,467
• Amendment No. 4: increased to $2,751,048
The proposed Amendment No. 5 will add $141,253, bringing the total not-to-exceed amount to $2,892,301 and extending the contract term through June 30, 2027.
Sufficient funding is available in YPCE’s current annual and proposed operating budget for the Fiscal Year 2026/27 services (subject to Council approval). Any further extensions of this contract are subject to funding availability in the adopted budget for the applicable fiscal year.
