Description/Analysis
IssueDetail
Issue Detail: The Division of Boating and Waterways (DBW) of the California State Parks Department has awarded the Sacramento Police Department (SPD) a grant award of $85,000 for the Fiscal Year 2024/25 Surrendered and Abandoned Vessel Exchange (SAVE) program. This grant program is designed to remove, reduce, and prevent the occurrence of abandoned watercraft in Sacramento’s waterways.
The grant is comprised of two programs: the Vessel Turn-In Program (VTIP) and the Abandoned Watercraft and Abatement Fund (AWAF). The VTIP component provides free alternatives to boat owners to surrender their vessels. The AWAF component addresses the need to remove and dispose of vessels determined to be abandoned.
The grant requires a 10% match contribution from local resources. Eligible sources of match include labor costs resulting from hours worked towards achieving the program’s objective of removing derelict and/or abandoned watercraft. In addition, as a condition of funding, the SPD must provide a City Council Resolution authorizing acceptance & execution of the grant award.

RationaleforRecommendation
Rationale for Recommendation: Accepting the grant award will enable the SPD to remove vessels and debris from City of Sacramento waterways that have been abandoned or otherwise surrendered by their owners, preventing future hazards to those to enjoy Sacramento’s waterway recreational areas.
End
FinancialConsiderations
Financial Considerations: The grant requires a 10% ($8,500) local match contribution. There are adequate resources within SPD’s general fund operating budget (Fund 1001) to meet this requirement. The labor costs resulting from hours worked by officers assigned to the Marine Unit will be used to fulfill the match requirement.
