Issue Detail: The Commission Log is a resource managed by City staff to track the list of items the Commission would like agendized. City staff seek feedback and discussion on the current list of items on the Commission Log. The current log items are included in Attachment 2.
The following is a list of questions for the purposes of generating a discussion and is not intended to be comprehensive:
• Are there items on the log that should be removed?
• Clarification of log items requests for:
• “Enforcement of Obstructions on Sidewalks” - Wadhwani and “Enforcement of Obstructions in Bike Lanes” - Banks
• Enforcement is managed by different groups in the City. Staff need more information about specific types of obstructions the Commission would like more information about so that Commission staff can make presentation requests from the appropriate team(s).
• “311 Process for Issues Pertaining to People Walking, bicycling, and Rolling” Wadhwani: The specific question listed “How does 311 currently gather information on sidewalk and bikeway obstructions? Once collected, what steps does the City take to address these issues?”
• Sidewalk and bikeway obstructions are managed by different teams. Staff need more information about specific types of obstructions the Commission would like more information about so that Commission staff can make presentation requests from the appropriate team(s).
• Is there a Commissioner who wishes to sponsor items that do not have a current Commissioner sponsor?

Rationale for Recommendation: The Commission has expressed interest in reviewing the status of several items included on its Work Log. Staff is seeking direction from the Commission regarding which items remain active priorities, whether any items should be removed or closed, and whether additional information or future updates are desired. The Commission's guidance will assist staff in ensuring the Work Log accurately reflects current priorities and that staff resources are focused on items the Commission wishes to continue tracking.

Background
Background: The Commission Log is a running list of topics the Active Transportation Commission (ATC) has requested be agendized for future meetings. Commissioners may request that an item be added to the Commission Log during the "Commission Ideas - Comments and Questions" portion of a regular meeting.
When requesting a new Commission Log item, the sponsoring Commissioner should provide the following information:
1. Item title
2. Specific question(s) to be answered or request to be addressed
3. Applicable Commission duty (identify which of the seven duties established by City Council the item supports)
4. Equity statement (a brief explanation of how the item advances or relates to the ATC Statement on Equity)
5. Following the meeting, the proposed item will be placed on the Consent Calendar of the next regular Commission meeting for approval. The Commission may approve the addition by motion.
If a Commissioner believes the request warrants more immediate consideration, the Commissioner may remove the Commission Log from the Consent Calendar and request that it be considered as a discussion item. The Commission may then consider and approve the proposed addition, as revised if necessary, by motion during that meeting.
Under either process, additions to and approval of the Commission Log occur during a public meeting in accordance with the Brown Act.
Active Transportation Commission Statement on Equity
The City of Sacramento's Active Transportation Commission (ATC) recognizes that historical policies and practices have contributed to inequitable access to safe and convenient active transportation. The Commission believes equity means that all people can travel safely and comfortably throughout Sacramento regardless of neighborhood, race, income, immigration status, identity, age, or mobility needs.
The ATC is committed to seeking meaningful input from community members, neighborhood organizations, and stakeholders, and incorporating that feedback into its recommendations and decision-making. By placing equity at the forefront of its work, the Commission strives to improve access, safety, mobility, health, and quality of life for all Sacramento residents.
Active Transportation Commission Duties
The Active Transportation Commission was established by City Council on January 23, 2018, to advise the City on active transportation policies, programs, and projects. The Commission's duties are to:
1. Advise staff and the City Council on the implementation, prioritization, and evaluation of pedestrian- and bicycle-related policies and projects.
2. Provide input on grant funding opportunities related to active transportation.
3. Advise staff on walking and bicycling programs, including safety, education, enforcement, and related initiatives.
4. Review current walking and bicycling issues and provide recommendations to staff and the City Council.
5. Advise staff regarding updates to the Pedestrian Master Plan and Bikeway Master Plan.
6. Promote public participation and community involvement in active transportation planning, projects, and programs.
7. Report annually to the Mayor and City Council on the status of walking and bicycling in Sacramento and make recommendations regarding the Commission's activities.
