Issue Detail: Commissioned by the City of Sacramento originally in 1977, the same year of the creation of the APP program, De Colores Southside Park, is an historic and cultural icon painted by Chicano artist collective the RCAF. But, the mural was not done through the APP program and has not been part of the APP collection. With the recognition of the RCAF’s profound impact on the Sacramento region and the Chicano art movement, the City of Sacramento wishes to formally accession this artwork into its APP collection as a sign of recognition to the artists and communities they uplift through their art. Already a city owned asset purchased with city funds in 1977, the mural’s formal accession into the APP collection allows the program to properly care for the mural, including long necessary repairs and restoration that will include both community teaching opportunities and a re-dedication event on site at the mural.
In order to complete the restoration work, an original member of the RCAF, Stan Padilla (De Colores LLC), will lead a cohort of artists and volunteers to repair and repaint certain sections of the mural while also including educational and event-based activities.

The Arts, Culture, and Creative Economy Commission (ACCEC) is charged with providing for the nature, selection, and placement of artworks.
This discussion is in alignment with Creative Edge: Sacramento’s Arts, Culture and Creative Economy Plan (Creative Edge), which was adopted by Sacramento City Council on July 3, 2018, and which serves as the guiding policy framework for the Office of Arts and Culture.
ACCEC serves, in part, to support and advance the six goals identified within Creative Edge, intended to fulfill the Sacramento community’s vision for its arts, cultural and creative future.
This item addresses the following two (2) Creative Edge goals:
Goal 2: Advance cultural equity for all Sacramento’s diverse populations; and Goal 5: Celebrate and infuse all Sacramento neighborhoods and districts with arts and culture.
This item also addresses the following three (3) 2026 ACCEC Workplan goals:
Goal 2: Enhance community awareness and understanding of ACCEC as a supportive, accessible resource dedicated to arts and culture; Goal 3: Advocate for City of Sacramento policies and initiatives that value, support, and build the arts and cultural community and ecosystem; Goal 5: Work with the Office of Arts and Culture to review the impact of the Creative Edge Plan and develop plans for next-stage planning.

Rationale for Recommendation:
The purpose of the ACCEC is to provide advice and recommendations for promoting, encouraging, and fostering the arts, innovation, and tourism, in the city. One of its many charges is to act as a liaison between the city, local artists, cultural groups, and the community at large. This includes discussing matters that may address and influence the continued implementation of the Creative Edge Plan.
Briefings, discussions, and presentations around programs, partnerships, or initiatives that are developed through or involve the Office of Arts and Culture, address goals of the Creative Edge Plan, or involve matters relating to the advancement of arts, culture, and the creative economy provide important opportunities for ACCEC to be an engaged body and to make informed recommendations regarding the application of City resources.
The De Colores Southside Park mural is a loved and respected icon in the Sacramento community highlighting the story of Chicano culture and its’ relevance and impact to the wider world and audience. Recognized on the National Historic Register, the mural was commissioned by the City of Sacramento but purchased prior to the creation of the APP program. Thus, the City wishes to formally acknowledge and add this artwork into its’ APP permanent collection and engage long needed repair work in the process. That repair work also includes education components and a cultural gathering and rededication event. APP staff has reviewed and supports this course of action.

Financial Considerations: City funds have been allocated from the Creative Economy Neighborhoods and Communities fund and will be used to properly restore and re-dedicate this historic artwork in Sacramento.
