Issue Detail: City Council adopted Ordinance 2023-0015 on August 1, 2023, granting the City Manager or designee authority to do all things necessary and convenient to establish new temporary shelter spaces. This authority includes executing agreements up to $5 million necessary to implement and administer the temporary shelter program without complying with the competitive bidding procedures in Title 3 of the Sacramento City Code and without obtaining specific authorization from the City Council.
Under this authority, G&G Builders, Inc. was selected by City staff based on its qualifications and experience and has performed work associated with the Roseville Road Campus and other temporary shelter facilities.
The proposed $479,695 contract for installation of the additional 35 tiny homes would bring the cumulative amount over the $5 million threshold. Bringing this action to Council also provides transparency regarding the additional expenditure and continued work at the Roseville Road Campus.

Economic Impacts: The recommended contract is expected to create 3.55 jobs (2.25 direct jobs and 1.30 jobs through indirect and induced activities) and create $468,433 in total economic output ($300,278 of direct output and another $168,155 of output in indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates, and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

California Environmental Quality Act: The City considered the potential effects on the environment at the time the site was proposed and approved for operation. The City concluded that it could determine with certainty that no significant effects would result from establishing and operating the Roseville Road Campus, and pursuant to CEQA Guidelines section 15061(b)(3), the activities were exempt from the California Environmental Quality Act (CEQA). This action includes minor improvements to a developed site, with negligible ground disturbance. A Notice of Exemption was posted on Jan. 8, 2024.End

RationaleforRecommendation
Rationale for Recommendation: Installation of the 35 additional tiny homes will expand temporary shelter capacity at the Roseville Road Campus. G&G Builders, Inc. previously installed the same BOSS Homes tiny homes at the site, and the contractor and its electrical subcontractor are familiar with the existing infrastructure, site constraints, and installation requirements.
City staff reviewed the proposed cost against previous tiny home installation costs at RRC North and RRC South and determined that the proposed pricing is consistent with prior work. Staff recommends Council authorize the additional $479,695 contract. Upon approval, cumulative contracting at the Roseville Rd Campus for this work exceeded the $5 million threshold.

Financial Considerations: The Roseville Road Campus Expansion Project is funded by State Encampment Resolution Funding, not by the City of Sacramento's General Fund. Sufficient funding is available in the ERF4L Community Response Grant Project (G23000200), Operating Grants Fund (Fund 2702), to execute an agreement with G&G Builders, Inc. for an amount not to exceed $479,695 and to cover the remaining project costs.
