IssueDetail
Issue Detail: The purpose of this item is to receive information around California Proposition 28, the Arts and Music in Schools Funding Guarantee and Accountability Act approved by California voters in 2022, which guarantees ongoing annual funding for arts and music education in all PK-12 public and charter schools. Local arts education leaders will provide background information, discuss current implementation, and provide resources that can be utilized to help schools, parents and arts organizations work together to increase arts and music in schools.
The first goal of the 2018 Creative Edge Culture Plan addresses the need for more arts education in TK-12 public schools. With that goal in mind, then-Mayor Darrell Steinberg, the Office of Arts and Culture, and the Sacramento County Office of Education launched Friends of Sacramento Arts (FOSA), a nonprofit to take the lead in several of the goal’s objectives.
Since 2019 and under the direction of Allison Cagley, FOSA has become a regional voice and resource for Proposition 28, and has expanded to serving Sacramento, El Dorado, Placer and Yolo counties school districts and arts organizations as well as serving as a member of a statewide policy council.
Charles “CJ” DeAngelus, of Sacramento County Office of Education, was previously the Visual and Performing Arts (VAPA) director at Sacramento City Unified School District. His hands-on work with creating an arts education strategic plan for the district and leading the work to implement Proposition 28 is a model for other large school districts.
This item follows a discussion during the Arts, Culture, and Creative Economy Commission (ACCEC) meeting on May 11, 2026 around the Office of Arts and Culture’s April relaunch of the artlook® Sacramento website, which features enhanced support to Sacramento’s growing arts education network, linking teaching artists and cultural organizations with city schools and out-of-school youth programs throughout the region.
This discussion will support the ACCEC in staying an informed body on matters that may address and influence the continued implementation of the Creative Edge Plan.

PolicyConsiderations
Policy Considerations: Sacramento City Council Ordinance 2019-0028 section 2.84.040 (H) provides that ACCEC “Develop an awareness of the needs of artists and the community, and regularly update and evaluate progress against Creative Edge: Arts, Culture, and Creative Economy Plan, dated June 2018, or as subsequently amended, for the growth of the arts in Sacramento…”
With prior adoption of the Creative Edge Plan, ACCEC serves, in part, to support and advance six goals intended to fulfill the Sacramento community’s vision for its arts, cultural and creative future, with a specific goal to “provide arts education to all Sacramento’s children and youth.” Discussions regarding efforts to support arts providers and practitioners, arts organizations, school officials, parents, and teachers throughout the City are in alignment with Creative Edge: Sacramento’s Arts, Culture and Creative Economy Plan (Creative Edge), which was adopted by Sacramento City Council on July 3, 2018, and which serves as the guiding policy framework for the Office of Arts and Culture.
ACCEC serves, in part, to support and advance the six goals identified within Creative Edge, intended to fulfill the Sacramento community’s vision for its arts, cultural and creative future.
This item addresses the following five (5) Creative Edge goals:
Goal 1: Provide arts education to all Sacramento’s children and youth; Goal 2: Advance cultural equity for all Sacramento’s diverse populations; Goal 3: Build upon and expand Sacramento’s unique creative economy; Goal 4: Enable Sacramento artists and creatives to thrive in their work and to provide creative leadership in the community; Goal 5: Celebrate and infuse all Sacramento neighborhoods and districts with arts and culture; and Goal 6: Expand and solidify Sacramento’s investment in arts and culture.
This item also addresses the following two (2) 2026 ACCEC Workplan goals:
Goal 2: Enhance community awareness and understanding of ACCEC as a supportive, accessible resource dedicated to arts and culture; Goal 3: Advocate for City of Sacramento policies and initiatives that value, support, and build the arts and cultural community and ecosystem;

RationaleforRecommendation
Rationale for Recommendation:
The purpose of the ACCEC is to provide advice and recommendations for promoting, encouraging, and fostering the arts, innovation, and tourism, in the city. One of its many charges is to act as a liaison between the city, local artists, cultural groups, and the community at large. This includes discussing matters that may address and influence the continued implementation of the Creative Edge Plan.
Briefings, discussions, and presentations around programs and partnerships that are generated through or involve the Office of Arts and Culture, address goals of the Creative Edge Plan, or involve matters relating to the advancement of arts, culture, and the creative economy provide important opportunities for ACCEC to be an informed and engaged body.
