Description/Analysis

IssueDetail

Issue Detail: The Department of Public Works, Fleet Management Division, provides ongoing maintenance and repair services for the City’s Fire fleet. Due to the specialized nature of fire apparatus, including pumps, aerial ladders, and complex electrical and hydraulic systems, these vehicles require service providers with specific training, certifications, and proper facilities that meet regulatory requirements.

On February 3, 2022, Fleet Management issued a Request for Proposals (RFP) for Fire Apparatus Maintenance and Repairs. Four contracts were awarded, including two with Riverview International Truck and Valley Power Systems North, Inc. Additional contract authority is now needed to ensure continuation of required services through the end of the contract term on May 2, 2027.

RationaleforRecommendation

Rationale for Recommendation: On February 3, 2022, the Department of Public Works, Fleet Management Division, issued a Request for Proposals (RFP) for fire apparatus maintenance and repair services. An RFP was selected instead of a traditional low-bid procurement to allow the City to evaluate vendors on qualifications, technical expertise, service capacity, response times, and pricing. Given the critical nature of fire apparatus, the City's priority was to ensure reliable, timely repairs that minimize equipment downtime and maintain emergency response readiness.

Five proposals were received and evaluated based on references, pricing, demonstrated capacity, technical qualifications, and anticipated turnaround times. To provide redundancy, increase service capacity, and reduce repair delays, the City awarded contracts to four qualified vendors: Burtons Fire Inc., Riverview International Truck, Valley Power Systems North, Inc., and West Coast Frame & Collision Repair, Inc. Each contract was initially authorized for $300,000, representing anticipated expenditures over the five-year maximum contract term.

During contract performance, Fleet Management continually evaluated each vendor's responsiveness and overall performance. Burtons Fire Inc., located in Modesto, was unable to consistently meet the City's operational needs due to extended repair turnaround times, and the City discontinued using the contractor in 2024. As a result, a greater share of repair work shifted to Riverview International Truck and Valley Power Systems North, Inc., both located in West Sacramento. Their proximity, strong parts inventory, specialized expertise, and significantly faster turnaround times have made them the City's primary service providers for fire apparatus repairs. Consequently, both contracts have nearly exhausted their original funding authority, with expenditures approaching $280,000. West Coast Frame & Collision Repair, Inc. continues to provide specialized body and collision repair services as needed and is tracking within its original contract authorization.

Staff recommends increasing the contract authority for Riverview International Truck and Valley Power Systems North, Inc. to reflect actual service demand and ensure uninterrupted maintenance and repair of the City's fire apparatus fleet. Maintaining these contracts is critical to minimizing vehicle downtime, preserving fleet reliability, and ensuring emergency response vehicles remain available for service.

FinancialConsiderations

Financial Considerations: Sufficient funding is available in the Department of Public Works, Fleet Management Division’s FY 2026/27 Approved Operating Budget (Fleet Fund, Fund 6501) to support fire apparatus repair services through June 30, 2027. Any purchases made after that date will be contingent upon funding availability in the applicable fiscal year’s adopted budget.

LocalBusinessEnterprise

Local Business Enterprise (LBE): The minimum LBE participation requirement was waived by the Director of Public Works. Staff conducted an extensive search within the local area as well as reviewed bid history for similar services to determine potential interest in the bid. Both vendors are located in West Sacramento.
