Issue Detail: The Greenbriar development is a mixed-use development project that includes: 3,473 low, medium, and high density residential units, 48.4 acres (net) of commercial development, a 10-acre (net) elementary school site, 48.4 acres (net) of neighborhood parks, and a 39-acre (net) lake/detention basin that encircles the central portion of the project site. The project also includes the construction of a new east-west roadway, Shore Vista Way (formerly Meister Way), through the center of the site. The Phase 2 tentative map for the Greenbriar project was approved at City Council on May 21, 2019 and included conditions requiring the construction of a new Shore Vista Way overcrossing of Highway 99 to connect the development with East Commerce Drive to the east.
The new connection includes the extension of Shore Vista Way (also identified as Meister Way) over Highway 99 and terminating to the east at a new intersection with East Commerce Drive. This extension includes the construction of a new roadway overcrossing of Highway 99. The conditions of approval for the Greenbriar development did not include the construction of a new traffic signal; however, the City needs to provide for design and construction of a signal at this location due to the following reasons:
• As part of the Greenbriar Environmental Impact Report, the traffic study identified a signalized intersection as planned at this location.
• The intersection at East Commerce Drive is a critical link to the pedestrian crossing over Highway 99, connecting the Greenbriar development to the west with North Natomas to the east. Safety and operations require a signal at this location. Other traffic calming measures do not provide signalized control of the new pedestrian crossing nor do they safely accommodate the traffic movements required at the intersection for acceptable traffic operations on the corridor.
• The intersection meets all the traffic signal warrants in accordance with State standards.
• The Greenbriar Finance Plan anticipated that improvements at the Shore Vista Way/East Commerce Drive intersection will be funded through a combination of public and private sources.
The Shore Vista Way Overcrossing Traffic Signal Project (T15265300) will provide for the design and construction of a traffic signal at the future intersection of Shore Vista Way and East Commerce Drive to be constructed by the developer led overcrossing project.

Policy Considerations: The actions requested herein are consistent with the City of Sacramento’s 2040 General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project will prioritize mobility, comfort, health, safety, and convenience for those walking ahead of design and operations for those driving (M-1.2), maintain street design and operations standards that prioritize comfort and travel time for walking, bicycling, and transit while managing vehicle speeds and traffic volumes (M-1.5), improve traffic management (M-3.3), and improve walking connectivity (M-1.15).

Environmental Considerations:
California Environmental Quality Act (CEQA): Establishment of a capital improvement project account (CIP) and transfer of amounts from one funding account to another will create a government funding mechanism and other government fiscal activities, and is not a “project” as defined in CEQA [CEQA Guidelines Section 15378(b)(4)]. CEQA review is not required [CEQA Guidelines Sectio n15060(c)(3)]. The EIR Certified (Resolution No. 2008-053) for the Greenbriar project evaluated the development of the Shore Vista Way Overcrossing and contemplated a signal at the subject location.

Sustainability: The project is consistent with sustainability goals of optimizing the transportation system and developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and will contribute towards Sacramento’s climate change goals.
