Issue Detail:
SALARY INCREASES
To address recruitment and retention challenges, internal salary compaction within classification series, and salary ranges that fall below market rates identified through salary surveys, the City is proposing salary range increases of five-point six percent (5.6%) to twenty percent (20%), effective October 3, 2026, for the following classifications:
• Park Plan Design Development Manager (10%)
• Process Control Supervisor (20%)
• Senior Landscape Architect (10%)
• Streets Manager (5.6%)
• Supervising Landscape Architect (10%)
• Utilities Operations & Maintenance Manager (5.6576%)
• Utilities Operations & Maintenance Superintendent (7.42%)
• Veterinarian (19.8%)
The proposed salary increases were agreed upon by the SCXEA, the classifications' recognized employee organization, on September 3, 2026.
NEW CLASSIFICATION
The Senior Veterinarian classification is being established to recognize higher-level responsibilities within the City's veterinary function. A market review found limited comparable senior-level veterinary classifications among surveyed agencies. Based on the scope and complexity of the assigned duties, including increased lead responsibilities, licensing and certification requirements, and a higher level of accountability within the City’s veterinary operations, HR staff determined that the proposed salary range appropriately reflects the level of work assigned to the classification.
Accordingly, the City is proposing a salary range for the Senior Veterinarian that recognizes the classification’s higher level of responsibility and supports the City’s ability to competitively recruit and retain qualified veterinary professionals.
SALARY SCHEDULE
The California Code of Regulations requires that the City Council adopt the City’s Salary Schedule at a public meeting (2 CCR § 570.5). This obligation arises whenever salary ranges are changed to ensure that salary rates are transparent and publicly available. These publicly adopted rates are used by California Public Employees’ Retirement System (CalPERS) to determine the appropriate compensation earnable for each City employee when calculating their pension benefit.
The specific changes to the City’s Salary Schedule are presented in two versions, a red-lined version of changes to the Salary Schedule as Attachment 2, and a clean copy of the City’s Salary Schedule is included as Exhibit A to the Resolution.
In addition to the proposed salary range increases and salary range for the new Senior Veterinary classification for SCXEA, the Salary Schedule removes the Principal Accountant classification. The classification is being archived because it is no longer needed, as the associated duties have transitioned to another classification.
