PolicyConsiderations

Policy Considerations: This action is consistent with Sacramento City Code Chapter 3.56.260; when public interest and necessity demand immediate action, repair, or replacement to safeguard life, health, or property, to permit the continued conduct of city operations or services, or to mitigate further damage, and the cost is estimated to exceed $250,000, the City Manager may immediately execute a contract. The City Manager is required to subsequently present a report describing the emergency, the actions taken, and the number and costs of contracts entered into with outside vendors or contractors.

EconomicImpacts

Economic Impacts: The repairment of this infrastructure is expected to create 1.37 total jobs (0.79 direct jobs and 0.58 jobs through indirect and induced actives) and create $211,054 in total economic output ($133,029 of direct output and another $78,025 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

RationaleforRecommendation

Rationale for Recommendation: Immediate railing repairs to the I Street Bridge were necessary to address public safety. Both the Public Works Director and Engineering Manager concurred that the project qualified as an emergency. D N B Infrastructure, Inc. was selected based on their prior experience and performance on projects for the City of Sacramento.

Due to the bridge’s location, coordination with Union Pacific Railroad and the U.S. Coast Guard was essential to ensure the safe and timely execution of the repairs.

Union Pacific Railroad scheduled a 10-day bridge closure to conduct essential maintenance work, creating a limited window of opportunity for the city to complete the repairs without causing additional traffic disruptions. To take advantage of this closure, D N B Infrastructure, Inc. mobilized quickly and completed the necessary repairs between October 13-15, 2025.

Background

Background: The project consisted of removing damaged railing and replacing it in kind with new railing on the northern side of the I Street Bridge. The damage was caused by a vehicular accident, which completely dislodged a portion of the railing, creating an immediate concern for public safety. As a temporary measure, K-rail barriers were installed until the permanent repairs could be made.  These immediate actions were necessary for public safety and to maintain safe operation and access along I Street, west of Jibboom Street. City staff scheduled this Council item once the final contractor costs were received so that all relevant information could be presented to Council at one time.
