Additional Description/Analysis

IssueDetail

Issue Detail: The Department of Public Works’ Fleet Management Division is responsible for procuring and maintaining vehicles and equipment that support all City operations. As part of the FY2026 replacement schedule in the Approved Budget, a new additional fleet asset was identified for the Recycling and Solid Waste Division, a narrow-width street sweeper to address separated bike lanes and other narrow lanes throughout the City.

PolicyConsiderations

Policy Considerations: The recommendations in this report are consistent with Sacramento City Code Chapter 3.56.090, which requires City Council authorization for expenditures over $250,000, and with Sacramento City Code Section 3.56.240, which provides for the use of cooperative purchase agreements as an exception to the requirement for competitive bidding.

EnvironmentalConsiderations

Environmental Considerations:

California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the purchase of fleet equipment and related services which are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Sustainability

Sustainability: The recommended purchase is consistent with the updated Fleet Sustainability

Policy adopted by City Council on December 12, 2017 (Resolution No. 2017-0478) and California Air Resources Board (CARB) regulations as there is no comparable zero emission model available for purchase that meets operational requirements.

RationaleforRecommendation

Rationale for Recommendation:

The width of the narrowest street sweeper in the current fleet is 7'-3", which limits the ability for the City to implement separated bikeways on streets with constrained widths. A Separated “Class IV” Bikeway is an on-street bicycle facility reserved exclusively for bicycles, physically separated from motor vehicle traffic using grade changes, posts, barriers, curbs, or parking, designed to enhance safety and comfort for riders. Sacramento separated “Class IV” bikeways provide vertical elements such as curbs or posts between the bikeway and the vehicle lane to create separation from moving traffic, improving safety and comfort for people on bikes. However, many of Sacramento’s streets with needs for these facilities do not have sufficient width for bikeways wide enough to accommodate the 7’-3” sweeper. Purchasing a narrow-width sweeper provides the equipment necessary to support street sweeping in corridors with constrained widths for separated bikeways. The Recycling and Solid Waste Division, in conjunction with Fleet Management, researched and viewed five sweepers comparing vehicle duration, leaf capacity, tank capacity, price, and ease of parts and service.

The Ravo was selected as the only unit that could meet operational requirements for the reasons noted above. One zero-emission vehicle (ZEV) option was evaluated; however, it did not meet operational requirements. The unit demonstrated inadequate performance, lacked the operating duration and debris capacity necessary to support City operations, and presented concerns regarding parts availability and service support that could increase equipment downtime. Purchasing this street sweeper will allow the City to service bike lanes approximately 5'-6" wide, enabling the addition of separated bikeways on more narrow corridors while allowing Recycling and Solid Waste to efficiently complete sweeping routes.

Staff requests approval for use of a cooperative purchasing agreement for the procurement of the new sweeper. In an ongoing effort to maximize cost savings and staff resources, many government agencies share contracting efforts through cooperative purchasing agreements. This approach increases pricing competitiveness and lowers operating costs through volume purchasing. After reviewing the available purchase options, the Fleet Management Division has determined that the Sourcewell cooperative purchase agreement, which was competitively bid through a Request for Proposals process, represents the most advantageous purchasing strategy.

FinancialConsiderations

Financial Considerations: The cost to purchase this new sweeper is $257,228. Sufficient funding exists in the Department of Public Works FY2026/27 approved operating budget (Fleet Fund, Fund 6501) to execute the contract and fulfill the purchase.
