Additional Description/Analysis
IssueDetail
Issue Detail: Chapter 17 of the Council Rules of Procedure states that each city advisory body shall provide an annual report for review by the Personnel and Public Employees Committee (P&PE). At a minimum, reports should include the following:
• Highlights and accomplishments from the previous year’s work;
• Proposed projects, priorities, and recommendations for the upcoming year including resources required and information on feasibility; and
• Any other information required of the advisory body according to the Sacramento City Code.
There are two sections of the report template which are informed by the Commission, including
1. Message from the Chair and Vice Chair; and
2. Recommendations to Council Message from the Chair
The message can be from the Chair, Commission, or staff reflecting on the past year, accomplishments, and looking ahead to future goals.
At the May 21, 2026, Active Transportation Commission (Commission) meeting, the Commission Chair Isaac Gonzalez established the 2026 Annual Report ad hoc committee. Subsequently, the ad hoc committee has developed draft recommendations to be considered by the Commission for later recommendation.
The Draft Recommendations developed by the ad hoc committee were presented to the full Active Transportation Commission on September 17, 2026. A summary of Commission comments regarding changes to the recommendations include:
1. Provide annual Vision Zero program updates to the ATC
2. Confirm a broad set of professionals (planners, different types of engineers) are part of the post-crash safety review
3. Confirmation about whether the Vision Zero target will be updated; suggestion was 2050 to align with State goals
4. Include a list of the names of people who have died in crashes in 2026
Below is an overview of changes to the Commission recommendations based on input from the September ATC meeting and from the ad hoc:
1. Addition of Commission Findings that include:
1. Crash trends
2. Perspectives on City’s efforts
3. Prioritizing work
2. Clarifying language and reorganization
3. New language regarding deprioritizing installation of new traffic signals outside of full roadway redesigns to include “flashing crossing signals such as Rectangular Rapid Flashing Beacons”
4. Cost estimates
This item is for the Commission to review and provide direction on the Draft 2026 Active
Transportation Commission Annual Report recommendations for finalizing, with the goal to bring a Draft Final report to the ATC in November for a vote.
