Issue Detail: The Department of Youth, Parks & Community Enrichment is seeking approval to award a contract to WABO Landscape & Construction, Inc. (WABO) in the amount of $746,720. North Natomas Regional Park (NNRP) Phase 7 Great Meadow Project develops 5.32-acres of park land which includes installation of new concrete paving, 3 group picnic areas, open turf area, irrigation and 90-day maintenance period.

 

A formal bid process for this work was completed, and WABO was the lowest responsive bidder.

 

NNRP is a 212.31-acre regional park located at 2501 New Market Drive in Council District 1. This project is anticipated to be completed Spring 2027.

PolicyConsiderations

Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $250,000. Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

EconomicImpacts

Economic Impacts: The indicated economic impacts are estimates and calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impact could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

The park construction project in the amount of $746,720 is expected to create 3.03 jobs (1.74 direct jobs and 1.29 indirect jobs through indirect and induced activities). Furthermore, it will create $467,225 in total economic output ($294,496 of direct output and $172,729 of output through indirect and induced activities).

EnvironmentalConsiderations

Environmental Considerations: The project has been determined to be categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Sections 15301 & 15303 of the CEQA Guidelines, as the project consists of the operations, repairs and minor alterations of existing public facilities, mechanical equipment and topographic features (City Park) and installation of new small structures.

Sustainability: The purchase of supplies and installation of materials under this contract meets the City of Sacramento’s Sustainability goals by improving and optimizing this park. The installation of this equipment at NNRP will advance the goals, policies, and targets by improving the health of all residents through access to a diverse mix of wellness activities.

Rationale for Recommendation: The formal bidding process for the NNRP Phase 7 Great Meadow Project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bid was opened on July 8, 2026. Staff received seven bids and the results are listed below:

The low bidder was determined based on the total bid amount. The Engineer’s Estimate for the base bid with additive alternate was $990,889. 

 

Pursuant to City Code Sections 3.60.020 and 3.60.360 (E), it was determined that WABO offered the lowest responsive bid, (based on the base bid plus additive alternates) and is a responsible bidder. The contract is recommended to be awarded with the base bid and additive alternate items 1, 2 and 5 in the amount of $746,720.

FinancialConsiderations

Financial Considerations: There is sufficient funding available in the Citywide Park Improvement Project (L19300000) for the NNRP Ph. 7 Great Meadow Project to award the contract to WABO.

 

Ongoing Park maintenance of the new landscape area for NNRP Ph.7 will be managed by Park Operations upon completion of the project for the remainder of the current fiscal year. The ongoing annual maintenance cost for the phase 7 improvements will be covered by YPCE’s operating budget subject to availability.
