IssueDetail
Issue Detail: The establishment of a Chief Strategy Officer classification within the Police Department is necessary to provide dedicated subject-matter expertise and operational oversight of the Office of Strategy and Compliance. The responsibilities of the Office of Strategy and Compliance have evolved significantly and now encompass a broad portfolio of strategic, administrative, and compliance functions that impact the Police Department as a whole. This organizational structure provides greater clarity, aligns executive leadership authority with the scope of operational responsibilities, and ensures these critical strategic and compliance functions are represented at the executive command level. Consistent with City practice, the salary for the new classification is subject to City Council review and approval.
Employer-Employee Relations Policy (EERP)
The proposed EERP amendment is necessary to document the added (new) unrepresented classification of Chief Strategy Officer. The specific changes to the EERP are presented in two versions; a red-lined version of text change to the EERP is included as Attachment 2, and a clean copy of the revised EERP for Council approval is included as Exhibit A to the Resolution.
Salary Schedule
The California Code of Regulations requires that the City Council adopt the City’s salary schedules at a public meeting (2 CCR § 570.5). This obligation arises whenever salary ranges are changed, to ensure that salary rates are transparent and publicly available. These publicly adopted rates are used by California Public Employees’ Retirement System (CalPERS) to determine the appropriate compensation earnable for each City employee when calculating their pension benefit. The specific changes to the City’s Salary Schedule are presented in two versions, a red-lined version showing only changes to the Salary Schedule as Attachment 3, and a clean copy of the City’s complete Salary Schedule is included as Exhibit B to the Resolution.
