Description/Analysis

IssueDetail

Issue Detail: The City of Sacramento (City) and SacSewer share ownership, operations and maintenance responsibilities of several different wastewater facilities within the City of Sacramento. These responsibilities are defined in the Operating Agreement between the two agencies executed in 2013. One key asset included in this agreement is the 72-inch force main that connects the City’s Sump 2 station to the City’s Combined Wastewater Treatment Plant (CWTP). Under the agreement, SacSewer retains ownership and financial responsibility for this asset, while the City is responsible for operation and maintenance.

After it was determined that the force main is suffering from extreme corrosion and requires rehabilitation, the City was selected to deliver the project because of its operational familiarity with the asset and SacSewer committed to provide the necessary funding. The total project budget is estimated to be $22,392,209. To facilitate this, the City and SacSewer propose entering into a reimbursement agreement in the amount of $22,392,209, which would provide funding to the Del Rio Trail 72-inch Force Main Rehabilitation Project (X14170100, Fund 6206) for all project related-activities. The reimbursement agreement is scheduled for review and approval by the SacSewer Board on February 11, 2026. Upon completion of the hearing and approval by the Board, the agreement will be executed by SacSewer and returned for the City’s approval for a fully executed agreement between both parties. Staff recommends Council approve this reimbursement agreement.

Staff also recommends Council approve a professional services agreement with MCK America, Inc. (MCK), to perform the services of Resident Engineer, Inspection, and Material Testing Services for the Del Rio Trail 72-inch Force Main Rehabilitation Project. These services are essential to ensure that the construction of the Del Rio Trail 72-inch Force Main Rehabilitation Project complies with project specifications and plan, remains within budget and schedule, and minimizes impacts to residents, businesses and traffic.

Additionally, Staff recommends Council award a construction agreement to Insituform Technologies LLC, to rehabilitate roughly 5,900 linear feet of 72-inch reinforced concrete pipe (RCP) along the Del Rio Trail, beginning just south of Sutterville Road and ending at the CWTP just south of Fruitridge Road.

PolicyConsiderations

Policy Considerations: City Council approval is required for professional service agreements and construction agreements of $250,000 or more per City Code 3.56.090. The action requested conforms with City Code Chapter 3.60, Articles I and III, which provide for award of competitively bid contacts to the lowest responsible bidder.

Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7 Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least 10 days prior to City Council action. This item was published for 10-day review on February 13, 2026, in compliance with the City Code.

EconomicImpacts

Economic Impacts: This project is expected to create 67 total jobs (39 direct jobs and 28 jobs through indirect and induced activities) and create $10,475,527.55 in total economic output ($6,602,805.09 of direct output and another $3,872,722.46 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

EnvironmentalConsiderations

Environmental Considerations: The subject projects were reviewed and determined to be categorically exempt from the California Environmental Quality Act (CEQA). This project consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Because the project consists of rehabilitating the existing force main, access manholes, and replacing a failing blow-off valve, it qualifies under a Class 1 categorical exemption (CEQA Guidelines Section 15301).

End

Sustainability

Sustainability: The proposed project supports the goals of the 2040 General Plan, specifically Policies PFS-3.1 and PFS-3.2, by rehabilitating aging infrastructure to ensure the continued delivery of reliable wastewater and stormwater utility services. This strategic investment in existing systems promotes operational continuity and enhances the resilience of critical infrastructure against future environmental and climate-related challenges.

RationaleforRecommendation

Rationale for Recommendation:

Professional Services

On September 23, 2025, a Request for Proposals (RFP No. P25141311011) was advertised and issued via PlanetBids for Resident Engineer, Inspection, and Material Testing Services. By the proposal due date of October 28, 2025, one (1) proposal was received from the following firm:

1.                     MCK America, Inc.

A four-member evaluation panel, consisting of staff from the Department of Utilities (DOU) and two representatives from SacSewer, reviewed and evaluated the proposal. MCK America, Inc. was determined to be qualified to perform the required services.

Construction

The project was advertised on October 30, 2025 (B25131311013) and two (2) bids were received and opened on December 10, 2025. Insituform Technologies LLC was the lowest responsible bidder.

The bid results are as follows:

SAK Construction LLC

$22,936,086

2

Insituform Technologies LLC

$16,966,203

The Engineer’s construction cost estimate was $21,674,000.

Additionally, the proposed reimbursement agreement between SacSewer and the City is critical to the success of the project, as it provides the necessary funding from SacSewer for the City to deliver the rehabilitation work. The reimbursement agreement is scheduled for review and approval by the SacSewer Board on February 11, 2026. Upon completion of the hearing and approval of the Board, the agreement will be executed by SacSewer and returned for the City’s approval for a fully executed agreement between both parties.

FinancialConsiderations

Financial Considerations: The current funding for the Del Rio Trail 72-inch Force Main Rehabilitation Project is $1,600,000. Staff is recommending an increase in the revenue and expense budgets for the Combined Sewer System Pipe Program (X14170100, Fund 6206) of $20,792,209 to provide the necessary funding for the expenditures associated with this project.

No General Fund resources are allocated or anticipated for this project.

LocalBusinessEnterprise

Local Business Enterprise (LBE): MCK America, Inc. is a LBE. Insituform Technologies LLC is not LBE, however, their subcontractor, McGuire & Hester, is an LBE and fulfills the 5% requirement.

Background

Background: In 2021 and 2023, SacSewer retained V&A Consulting Engineers to perform condition assessments on several combined wastewater facilities. One of the assets evaluated was the 72-inch reinforced concrete pipe (RCP) force main-designated as N29 by SacSewer-which runs from the City’s Sump 2 Facility to the Combined Wastewater Treatment Plant (CWTP).

The assessment revealed severe concrete surface damage and corrosion along the force main. V&A recommended rehabilitation within two to five years to prevent potential catastrophic failure.

In response, the City, in collaboration with SacSewer, initiated a project to rehabilitate approximately 5,900 feet of the 72-inch RCP force main, originally constructed in 1960. In 2024, the City hired Woodard and Curran to design the necessary rehabilitation effort that will occur along the Del Rio Trail corridor, from Sutterville Road to the CWTP.

It was determined that the best rehabilitation method would be to utilize the water-cured pressure cured-in-place pipe (CIPP) method, a trenchless technology that minimizes surface disruption while effectively rehabilitating large-diameter pipelines. The primary objective is to restore the structural integrity of the pipeline and extend its useful life by an estimated 50 years.
