Description/Analysis
IssueDetail
Issue Detail: The Sacramento Police Department (SPD) is seeking to use the occupational medicine services agreement between the City of Modesto and Life Extensions Clinics DBA Life Scan Wellness Center to provide periodic physical exam/health screenings and cancer screening physicals for SPD sworn personnel.
The Department recognizes that police officers’ wellness is a key factor in staff being able to respond to calls at their peak performance. To further build upon the police officers health and physical fitness these physical examinations will improve the quality of life and will enhance police skills. The health and wellness of police officers is essential to their performance of keeping the City safe. SPD recognizes the direct link that physical wellness has on mental health wellness and overall physiological well-being.
Statistically, cardiovascular disease is the number one cause of death with law enforcement officers.
According to a 2014 study by Harvard School of Public Health they found that the risk for sudden cardiac death among police officers was 34 to 69 times higher during incidents where they are trying to restrain a suspect or involved in an altercation; 32 to 51 times higher during pursuits; 20 to 23 times higher during physical training; and 6 to 9 times higher during medical or rescue operations, as compared with routine or non-emergency activities. The senior author of the study stated, “Our findings have important public health implications for health promotion among law enforcement officers and call for the implementation of primary and secondary cardiovascular disease prevention efforts such as lifestyle and medical interventions to reduce officer’s risk of sudden cardiac death.”
In response to this critical need the Department proposes to use Life Extensions Clinics DBA Life Scan Wellness Center who will provide testing to officers that will focus on detecting early signs of cardiovascular disease and cancer. These tests are broken up into several categories: Laboratory Tests; Public Safety Physical; Ultrasound Screenings (early detection of heart disease and cancer); Cardiopulmonary Testing; and Fitness Evaluations.

RationaleforRecommendation
Rationale for Recommendation: After reviewing the available purchase options, SPD has determined that City of Modesto’s occupational medicine services agreement (#203256) with Life Extensions Clinics DBA Life Scan Wellness Center represents the most advantageous purchasing strategy. The contract was competitively bid (Attachment 1), and Life Extensions Clinics DBA Life Scan Wellness Center provided good pricing through the competitive bidding process.
In an ongoing effort to maximize cost savings and staff resources, SPD is “piggybacking” onto the City of Modesto’s request for proposal process (RFP) RFP 1920-21 (Attachment 1). This bid was released on June 19,2020 and closed on July 28, 2020. The bid process resulted in Life Extensions Clinics DBA Life Scan Wellness Center as the selected vendor to provide occupational medicine services. In addition, the City of Modesto has since extended its agreement with Life Scan Wellness Center. (Attachment 4). This procurement method increases pricing competitiveness and lowers operating costs through volume buying. When comparing the administrative costs of procurement, staff considers product research, source selection, specifications, advertising, staff reports, awarding, protest, and administration of the “piggyback” contract. After review of services that Life Extensions Clinics DBA Life Scan Wellness Center as described in their proposal bid to the City of Modesto, it has been determined that these match the Department’s needs.
