Description/Analysis
IssueDetail
Issue Detail: The purpose of the L and N Street Bikeways Project is to extend the separated bikeway network within the central city between existing and other proposed bike facilities, to improve connections between neighborhoods and key community destinations in the downtown core and encourage more bicycle trips. The proposed improvements are on L Street, between 5th Street and 10th Street and 14th Street to 15th Street, and on N Street between 5th Street and 9th Street and 14th Street to 15th Street.
As part of the State of California’s Capitol Annex Building (NCAB) Project, planned frontage improvements along the State Capitol Park on L Street and N Street between 11th Street and 13th Street include constructing bike facilities and associated modifications to the roadway lane configuration, parking, and traffic signal operations.
The NCAB Team and City of Sacramento Staff have coordinated the design of the frontage of the NCAB project, including the bicycle facilities the NCAB project will construct. These bikeways include separated Class IV bicycle lanes on the south side of L Street between 10th Street and 14th Street, and on the north side of N Street between 9th Street and 14th Street.
The L and N Street Bikeways Project will implement separated Class IV bicycle lanes from 5th Street to the beginning of the proposed NCAB bikeway improvements at 9th Street, and 10th Street and between 14th Street and 15th Street to provide a continuous low-stress bikeway couplet along L Street and N Street, enhancing bicycle access to downtown amenities.
The City conducted a formal procurement process to retain a qualified professional engineering firm to complete preliminary engineering, environmental clearance, final design, and construction support for the L and N Street Bikeways Project. Two firms submitted proposals. Based on the merits of the written proposals and subsequent interview, a panel consisting of City staff and a representative from the Downtown Sacramento Partnership is recommending awarding the contract to the top ranked firm, Mark Thomas and Company, Inc. City Council approval is required to move forward with the execution of the Professional Services Agreement with Mark Thomas and Company, Inc, and the necessary budget adjustments.

PolicyConsiderations
Policy Considerations: The L and N Streets Bikeways Project is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The projects will help prioritize the mobility, comfort, health, safety and convenience for those walking and bicycling (General Plan M-1.2), help foster a transportation system that improves the health of Sacramento residents (General Plan M-1.3), increase bicycling and walking (General Plan 1-1.12), improve bicycling connectivity (General Plan M-1.17) and strengthen the protection of people bicycling and improve bicycling safety (General Plan M-1.18). This project will implement the Central City Specific Plan.

EnvironmentalConsiderations
Environmental Considerations: California Environmental Quality Act (CEQA): Under CEQA general rule 15061-B-3, CEQA applies only to projects which have the potential for causing a significant effect on the environment. These actions will have no effect on the environment and are therefore not subject to CEQA review. CEQA environmental clearance for the design and construction of the L and N Streets Bikeways Project is cleared under the Central City Specific Plan Environmental Impact Report.

Sustainability
Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings. The project will reduce dependence on the private automobile, decrease the use of fossil fuels, and encourage active modes of transportation.

RationaleforRecommendation
Rationale for Recommendation: The Department of Public Works advertised a request for proposals for the competitive selection of a consultant firm or team to provide preliminary engineering, final design, and construction support for the L and N Streets Bikeways Project. Two firms responded:
• Mark Thomas and Company, Inc.
• Wood Rodgers, Inc.
A panel consisting of City staff from the Department of Public Works and a representative from the Downtown Sacramento Partnership reviewed and evaluated the consultant teams’ written proposals based upon experience, qualifications, project understanding, and work plan. All proposals were deemed qualified responders to the proposal solicitation process, and both firms were selected to interview. After the interviews, Mark Thomas and Company, Inc. was unanimously selected by the panel as the top ranked firm.
Staff recommends that City Council execute the Professional Services Agreement with Mark Thomas and Company, Inc, and approve the necessary budget adjustments.
