RationaleforRecommendation
Rationale for Recommendation: In 2016, the County purchased a Parking Access and Revenue Control System (PARCS) from Amano McGann, Inc. that is similar to the City’s PARCS. To improve operational efficiency and reduce costs for both agencies, the City has provided network hosting services that allow the County’s PARCS to operate through the City’s data center.
Continuing this partnership also supports a more consistent and customer-focused parking experience across downtown Sacramento. Coordination between the City, County, and other parking operators helps provide continuity of service as customers move between different parking facilities and destinations. It also supports multiple ways for customers to find, reserve, access, and pay for parking, providing greater flexibility and reducing reliance on any single parking facility or method of securing parking.
Extending the agreement will allow the City and County to maintain these operational efficiencies while strengthening coordination among downtown parking operators, improving customer service, and providing the public with more reliable and convenient parking options.
Council approval of the supplemental agreement is required pursuant to City Code section 3.04.020(B) since this contract amendment will increase the amount received by the City over the next five years by more than $250,000.
End
FinancialConsiderations
Financial Considerations: The County will continue to pay the City $4,700 per month for network hosting fees. All revenue collected will be credited to the Parking Fund (Fund 6004).
