PolicyConsiderations

Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code Chapter 3.56, which requires City Council approval for contracts over $250,000 or more.

End

EconomicImpacts

Economic Impacts: The recommended contract is expected to create 1.92 jobs (1.22 direct jobs and .70 job through indirect and induced activities) and create $253,717 in total economic output ($162,639 of direct output and another $91,078 of output in indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

RationaleforRecommendation

Rationale for Recommendation: Replacement of the existing roof of the 35th Avenue Tool Building was identified as a priority by DOU and the Public Works Department’s Facilities Division and was included in DOU’s deferred maintenance project list for FY2024/25.  On March 19, 2025, the Department of Public Works issued Invitation for Bid (IFB) No. B25014541002. Seven bids were received, six of which were determined to be responsive in meeting the minimum local business enterprise (LBE) participation requirement. One of the contractors failed to list any subcontractors or suppliers to meet the LBE participation requirement.  Pacific Polymers, Inc. was determined to be the lowest responsive and responsible bidder. Work is anticipated to begin on site in June of 2025 if the weather conditions are optimal.
