Description/Analysis

IssueDetail

Issue Detail: The request is to vacate the public alley known as Chinatown Alley, located adjacent to the former Mary Ann's Bakery industrial buildings, to facilitate implementation of the approved Alhambra Redevelopment Project (P24-007). The project consists of a six-story, approximately 420,165-square-foot mixed-use development on a 2.19-acre site that encompasses the public alley proposed for abandonment and all adjacent parcels comprising the overall project site.

 

The approved redevelopment includes 302 multi-family residential units, approximately 2,400 square feet of ground-floor commercial space, and 344 on-site parking spaces. A key feature of the project is the preservation and adaptive reuse of the historic brick façades of the former Mary Ann's Bakery buildings along Alhambra Boulevard, D Street, and Chinatown Alley, integrating these historic elements into the design of the new development while preserving the site's architectural character.

 

To accommodate the redevelopment, the public alley must be vacated and incorporated into the project site. Existing public and private utility facilities located within the alley will require relocation and, where necessary, the dedication of new easements. Any required utility relocations and easements will be completed to the satisfaction of the City's Department of Utilities and the affected utility providers prior to final abandonment of the alley.

EnvironmentalConsiderations

Environmental Considerations: The Community Development Department, Environmental Planning Services Division has reviewed this vacation/abandonment of the alley located between 30th Street and Alhambra Boulevard in the block between C Street and D Street and determined that this the project is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15305, Minor Alteration in Land Use Limitation. Vacation of the alley located between 30th Street and Alhambra Boulevard in the block between C Street and D Street allows for the development of multi-family residential units, as described in Resolution No. 2026-0106, approval of the Alhambra Redevelopment Project (P24-007), at the April 28, 2026, City Council hearing.
