Description/Analysis
IssueDetail
Issue Detail:
The City's floodgate system requires periodic engineering evaluations to assess structural and mechanical condition, identify maintenance and rehabilitation needs, and ensure the floodgates remain capable of performing their intended function during flood events. While the Public Works Department (“Department”) performs routine inspections, operation, and maintenance of the floodgates, the comprehensive engineering evaluations, lifecycle assessments, and maintenance planning required under this contract involve specialized expertise that is not internally available.
The recommended professional services agreement with Mead & Hunt, Inc., will provide detailed condition assessments of the City's 18 floodgates, identify prioritized repair and rehabilitation needs, update operation and maintenance documentation, and develop long-term maintenance strategies. These services will support the City's asset management program by helping preserve critical flood protection infrastructure, improve operational reliability, extend the service life of the facilities, and reduce the risk of failures during emergency flood operations.
The consultant was selected through the City's competitive qualifications-based selection process and has extensive experience in the evaluation, design, and maintenance of flood control infrastructure. Executing this professional services agreement will provide the specialized engineering expertise necessary to support informed capital planning and ensure the City's floodgate system continues to operate safely and reliably.

PolicyConsiderations
Policy Considerations: The recommendations in this report are consistent with the City General Plan ERC-6.1: Protection from Flood Hazards. The City shall strive to protect life, the natural environment, and property from natural hazards due to flooding.
This submission is also in accordance with the provisions of Sacramento City Code Chapter 3.56 and Procurement, Professional Services policy, that requires City Council approval of actions of $250,000 or more.

EnvironmentalConsiderations
Environmental Considerations:
California Environmental Quality Act (CEQA): Approval of a professional services agreement for consultant services is not a project as defined by the California Environmental Quality Act (CEQA) Guidelines, Section 15378(2) and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)]. The recommended action involves a contract for inspection services and recommendations. The action has no potential to cause a significant impact on the environment. Projects that may result from the consultant’s recommendations would have appropriate CEQA review prior to those specific project approval(s).

Sustainability
Sustainability: The scope of work of this contract is consistent with the City’s Climate Action & Adaption Plan Goal A-3: Reduce the risk of damage to life, infrastructure, and property due to flooding.

RationaleforRecommendation
Rationale for Recommendation: Consistent with the requirements of Government Code Section 3504.1 (AB 339), the Department evaluated whether the required floodgate inspection, engineering evaluation, maintenance planning, and technical support services could be performed using existing City staff and resources. Following that review, the Department determined that the work requires specialized engineering expertise, advanced inspection and diagnostic capabilities, and technical knowledge of movable flood control structures, mechanical systems, and applicable regulatory requirements that are not available within the City's current workforce. In addition, the Department does not possess the specialized equipment or operational capacity necessary to perform these services while maintaining existing service levels. Given current workload commitments and staffing resources, performing the work in-house is not operationally feasible and would adversely affect the Department's ability to deliver core municipal services and other critical infrastructure projects. Accordingly, staff recommends awarding a professional services agreement to a qualified consultant to perform these specialized services. On February 18 2026, a Request for Proposals (P24151621005) was advertised for Floodgate Inspections and Technical Support per City guidelines. On March 25, 2026, the City received proposals from two consultants - Mead & Hunt, Inc. and Interwest Group, Inc. The proposals were reviewed and evaluated by an internal selection panel from the Department. The reviewing panel determined that Mead & Hunt, Inc. had submitted the most responsive proposal and was most qualified to complete the scope of work required by this project.
Pursuant to section 3.56.090 of the Sacramento City Code, all contracts involving an expenditure of $250,000 or more must be authorized by City Council. City Council approval is needed for the award of the consultant contract to proceed with the project.
End
FinancialConsiderations
Financial Considerations: The estimated total cost to complete the Floodgate Inspection and Technical Support is approximately $594,765. The Floodgate Maintenance Program (R15222300) has a sufficient unobligated balance of Major Construction funding (Fund 2007) to award the professional services agreement to Mead & Hunt for an amount not to exceed $554,765.

Background
Background:
The Department of Public Works is responsible for the operation, inspection, maintenance, and emergency readiness of the City's 18 floodgates, which are critical components of Sacramento's citywide flood protection system. These floodgates help protect residents, businesses, public facilities, utilities, transportation corridors, and other critical infrastructure from flood hazards while supporting the reliability and resilience of the region's flood management network.
Floodgates serve a unique and essential function by maintaining critical roadway, bicycle, pedestrian, and emergency response connections that cross the City's flood protection levees while providing the capability to seal those openings during high-water or flood events. Unlike levees and other static flood control infrastructure, floodgates contain mechanical, structural, and removable components that must remain fully functional and immediately deployable to preserve the integrity of the flood protection system when activated.
Because the floodgates are safety-critical assets, they require ongoing inspection, preventative maintenance, condition assessments, testing, repairs, and periodic rehabilitation to ensure reliable operation throughout their service life. The Department also maintains comprehensive inspection, operation, maintenance, and emergency deployment procedures to ensure the floodgates can be safely and efficiently activated during flood emergencies in coordination with local, regional, state, and federal flood management partners.
Continued investment in the maintenance and rehabilitation of these facilities is essential to preserving the integrity and reliability of Sacramento's flood protection system, minimizing the risk of flood-related damage, protecting life and property, and ensuring compliance with applicable flood control and emergency preparedness requirements. Proactive maintenance also reduces the likelihood of mechanical failures during emergency operations, extends the useful life of these critical assets, and supports the City's long-term resilience against increasingly severe weather and flood events.
