Description/Analysis

IssueDetail

Issue Detail: The Highway Safety Improvement Program (HSIP) is a core federal-aid program with the purpose of achieving a significant reduction in traffic fatalities and serious injuries on all public roads. The program requires a data-driven, strategic approach to improving highway safety with a focus on performance. City staff performed a systematic analysis of intersections citywide that have a history of collisions which could be addressed with HSIP-eligible improvements, and successfully applied for a Cycle 12 HSIP grant. Seventeen intersections were identified in the application, which include:

•                     Power Inn Road and Folsom Boulevard

•                     Arden Way and Sears Driveway

•                     Mack Road and Center Parkway

•                     Mack Road and Franklin Boulevard

•                     Fruitridge Road and Martin Luther King Jr. Boulevard

•                     Truxel Road and San Juan Road

•                     Bruceville Road and Cosumnes River Boulevard

•                     Meadowview Road and 24th Street

•                     Power Inn Road and Elder Creek Road

•                     65th Street and Elder Creek Road

•                     65th Street and Fruitridge Road

•                     West El Camino Avenue and Northgate Boulevard

•                     Arden Way and Harvard Street

•                     Truxel Road and Gateway Park Boulevard

•                     Howe Avenue and Fair Oaks Boulevard

•                     Howe Avenue and American River Drive

•                     49th Street and Broadway

The HSIP 12 Traffic Signal Improvements Project will improve these seventeen signalized intersections through installation of new traffic signal heads and modifications of existing signal heads to include retro-reflective tape. These improvements will increase visibility at intersections and improve signal hardware.

The City has been awarded $950,904 in State Highway Safety Improvement Program (HSIP) funding for the construction of this project. To authorize these funds, design must first be completed. The establishment of a Capital Improvement Project (CIP) and transfer of funds is necessary to begin design work on the project.

PolicyConsiderations

Policy Considerations: The actions requested herein are consistent with the City of Sacramento’s 2040 General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project will support the adaptation of intelligent transportation systems infrastructure (M-6.1), incorporate new design features that improve the transportation system (M-6.6), improve traffic management (M-3.3), and use data to manage and enhance the transportation system (M-6.4).

EconomicImpacts

Economic Impacts: None.

EnvironmentalConsiderations

Environmental Considerations:

California Environmental Quality Act (CEQA): Establishment of a Capital Improvement Project (CIP) and transfer of amounts from one funding account to another will create a government funding mechanism to proceed with environmental review of the project. The funding does not constitute a commitment to, or approval of, the prospective activity, and is not a “project” as defined in CEQA. CEQA review is not required for this action. Appropriate CEQA review will take place as part of project development. CEQA Guidelines sections 15378(b)(4); 15060(c)(3).

End

Sustainability

Sustainability: This project is consistent with the City’s Sustainability Master Plan goals to improve and optimize the City’s transportation infrastructure through enhancing the pedestrian and vehicular facilities in the public right-of-way and reducing greenhouse gas emissions by reducing wait times and efficiency, as well as promoting safety at the intersections.

End

Commission/Committee Action

Commission/Committee Action: None.

End

RationaleforRecommendation

Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and perform the budgetary adjustments necessary to complete preliminary engineering, environmental clearance, and design for the HSIP 12 Traffic Signal Improvements Project.

End

FinancialConsiderations

Financial Considerations: The estimated cost to complete preliminary engineering, environmental clearance, and design for the HSIP 12 Traffic Signal Improvements Project (T15265100) is $200,000. With the transfer of $200,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Program(T15007200), there will be sufficient funding to complete the preliminary engineering and environmental clearance phase.

There is sufficient funding within the State and Federal Grant Match Program (T15007200) to support the transfer of $200,000 (Major Street Construction, Fund 2007) to the HSIP 12 Traffic Signal Improvements Project (T15265100).

There is no General Fund planned or allocated for this project.
