Description/Analysis

IssueDetail

Issue Detail: FEMA awarded $1,234,067 in federal funding to the City of Sacramento for resiliency improvements to the Sam & Bonnie Pannell Community Center (Pannell Community Center) from the Fiscal Year 2023 LPDM. Funding is allocated to the City via a subaward to Cal OES.

Funding is for the construction of a backup power system (standby generator) at the Pannell Community Center. Together with leveraged funding from the California Air Pollution Control Officers Association, this project includes installation of air filtration upgrades. Improvements will allow for the extended activation and operation of the Pannell Community Center during power outages, as well as activation as a Clean Air Center during wildfire smoke events.

PolicyConsiderations

Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code Chapter 3.56, which requires City Council approval for contracts over $250,000 or more.

End

EconomicImpacts

Economic Impacts: The recommended contract is expected to create 4.29 jobs (2.73 direct jobs and 1.57 jobs through indirect and induced activities) and create $566,553 in total economic output ($363,175 of direct output and another $203,377 of output in indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

EnvironmentalConsiderations

Environmental Considerations:

California Environmental Quality Act: The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15061(b)(3). The action involves the installation of a 300kW standby generator. The generator will be used solely during commercial (SMUD) power outages to maintain facility operations and for required testing. Additionally, the project involves an HVAC upgrade for smoke ventilation control, enabling the site to serve as a refuge during smoke events. The facility can also function as a cooling or warming center. The activities associated with the project at the existing Pannell Center to ensure continued operation is covered by the commonsense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.

End

Sustainability

Sustainability: This project will improve the resilience of the Pannell Community Center, which is often activated during emergency events to support the needs of vulnerable populations. Improvements will enhance the capability of the building to function as an emergency shelter during power outages, disasters, and wildfire smoke events. These efforts will advance the City’s commitment to adapt to the impacts of climate change and advance action A-5-19 “City Resiliency Centers” in the Climate Action & Adaption Plan (Resolution No. 2024-0067).
