Issue Detail: In 2015, the City entered into City Agreement No. 2015-1775 with Amano McGann, Inc. (“Amano”) for the purchase and installation of its OPUS series parking access and revenue control system (“PARCS”) for the five City-owned parking garages for a not-to-exceed amount of $5,752,963. In May 2022, the City entered into Contract Supplement No. 7 to City Agreement No. 2015-1775, extending the term of the Agreement to December 31, 2026, adding 10, one-year renewal options, and increasing the total not-to-exceed amount by $2,607,798 for annual/recurring services and replacement parts. Today, this system is fast approaching the end of its lifespan which, for PARCS systems, is about 8-12 years. In addition, Amano is scheduled to phase out support for this system in 2027.
This supplemental agreement will upgrade the City’s garages with the new Amano ONE PARCS system, which offers a variety of advanced features over its predecessor, making it more reliable, efficient, and compatible with today’s technology.

Policy Considerations: The recommendations in this report are in accordance with: 1) Sacramento City Code Section 3.04.020 regarding supplemental agreements involving expenditures of $250,000 or more; 2) City Code Chapter 3.56 regarding the purchasing of supplies and nonprofessional services; and 3) the Central City Parking Master Plan goal to make parking safe, secure, attractive, and convenient.
The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on September 4, 2026, in compliance with the City Code.

RationaleforRecommendation
Rationale for Recommendation: The average life span of a PARCS system is about 8-12 years. The City’s current PARCS is the Opus system, manufactured by Amano, and purchased in 2015 for $5,752,963.
While the current PARCS system has served the community well, it has been showing its age. Transaction rates have slowed, increasing the amount of time it takes vehicles to exit facilities which, in turn, has helped contribute to extended lines of vehicles attempting to exit after events or during evening commutes. The cost to maintain the system has steadily increased as repairs become more frequent. In 2022, Amano introduced the new Amano ONE system and plans to phase out its product support of the Opus system in 2027 which will make it difficult to maintain the system as parts become scarce.
The new Amano ONE system offers numerous advanced features and technological upgrades that will benefit the City and visitors over the coming years, including:
• Faster transaction speeds, which will help reduce queuing during exiting.
• A fully cloud-based platform which will eliminate the need for on-premises software and servers. Being cloud-based will make it accessible and add flexibility.
• Improved reporting features.
• As a SaaS model, upgrades, bug fixes, PCI compliance, enhancements, and overall upkeep are performed regularly, ensuring the system has the most up-to-date features.
• Amano ONE hardware is simplified with substantially less proprietary components, limiting the risk of failure and downtime and reducing the cost of parts replacement.
• Designed with open architecture, making it easy to integrate with.
• Unlimited in scale and use.
• New license plate recognition (“LPR”) equipment, increasing LPR accuracy, and reducing administrative costs.
A key component of the new system is upgraded License Plate Recognition (LPR) technology. Within City parking facilities, LPR is used as a parking access and revenue-control tool, allowing a vehicle's license plate to serve as a parking credential associated with a transaction, permit, reservation, or authorized account. This improves entry and exit speeds, supports ticketless and contactless parking, reduces lost-ticket transactions and credential sharing, improves revenue controls, and assists staff in resolving customer transaction issues.
The City's parking LPR use is distinct from automated license plate reader networks deployed on public streets for law-enforcement or investigative purposes. PARCS LPR cameras are located at designated parking facility entrances and exits and are intended to support parking access, transactions, revenue control, and facility management. Given increased public concern regarding the collection and use of license plate information, the City will ensure appropriate safeguards are maintained for access, retention, security, authorized use, and disclosure of parking-related LPR data consistent with applicable law and City policies.
The State, County, Sacramento Kings, and Kaiser Permanente also use Amano McGann PARCS systems in their parking facilities. By upgrading its PARCS with Amano equipment, the City will be able to continue to provide network hosting services for these partners, which provides a cohesive parking experience for people visiting the downtown area.

Financial Considerations: The not-to-exceed amount of Supplemental Agreement No. 8 to City Agreement No. 2015-1775 with Amano McGann, Inc. is $1,776,914. Sufficient funding is available (Parking Fund, Fund 6004) in the Revenue Control System UG Prog (V15610000) to execute the supplemental agreement.
