Description/Analysis
IssueDetail
Issue Detail: The Fleet Management Division within the Department of Public Works provides specialized installation, maintenance, and repair services for emergency response equipment and vehicle lighting across the City's fleet through qualified contracted vendors. These services support Fire and Police vehicles, as well as safety lighting for pickups, utility trucks, and other operational vehicles, ensuring fleet readiness, regulatory compliance, and safe operation.
Request for Proposal (RFP) B24153311006 was released in November 2023, and a contract was awarded to Derotic LLC. The contract was initially established with a not-to-exceed amount of $300,000, which was fully expended within the first year. In May 2024, the contract limit was increased to $900,000. Spending has continued to trend at approximately $300,000 per year. To support the remaining contract term through January 22, 2029, an additional $700,000 is requested, resulting in a revised not-to-exceed amount of $1,600,000.

RationaleforRecommendation
Rationale for Recommendation: The Fleet Management Division issued an RFP for the installation and repair of vehicle response equipment and lighting on November 8, 2023. Multiple responses were received. Fleet Management staff evaluated and ranked each proposal. Given the extended scheduling time for vehicle repairs and installation of vehicle response equipment and lighting, the City needed more than one vendor to provide these services. Every vendor that submitted a proposal was recommended for a contract.
Fleet Management awarded Derotic LLC Contract 2024-0056 in an amount not to exceed $300,000. Supplement No. 1 was approved to increase the contract’s not-to-exceed from $300,000 to $900,000. Supplement No. 2 was approved to extend the term through January 22, 2026, Supplement No. 3 was approved to extend the term through January 22, 2027, and now Supplement No. 4 is proposed to ensure that the total not-to-exceed will be enough to see the contract through its final term, January 22, 2029, to avoid any disruption in service.
End
FinancialConsiderations
Financial Considerations: Sufficient funds are available in the Department of Public Works, Fleet Management Division’s, Fiscal Year (FY) 2026/27 operating budget (Fleet Fund, Fund 6501) to purchase installation and repair of vehicle response equipment and lighting through June 30, 2027. Purchases made after June 30, 2027, are subject to funding availability in the adopted budget of the applicable fiscal year.

LocalBusinessEnterprise
Local Business Enterprise (LBE): Derotic LLC, dba Derotic Emergency Equipment is not an LBE vendor. The minimum LBE Participation requirement was waived by the Director of Public Works since there were only three vendors that met the specifications for the bid.
