Recommendation

Recommendation: 1) Pass a Motion authorizing the City Manager or designee to execute Amendment No. 12 to City Agreement No. 2015-1888 with Downtown Sacramento Partnership (DSP) in an amount not-to-exceed $602,200 for a new total contract amount not-to-exceed $7,574,400 for Old Sacramento Historic District management services beginning July 1, 2026 through January 1, 2027; and 2) adopt a Resolution authorizing the City Manager or designee to execute additional amendments to City Agreement No. 2015-1888 to extend the term and increase the contract value in an amount not-to-exceed $1,079,400.

Issue Detail: This report requests City Council authorization for the City Manager or the City Manager’s designee to execute Supplemental Agreement No. 12 to City Agreement No. 2015- 1888 with DSP in an amount not to exceed $602,200 for a new total contract not to exceed amount of $7,574,400 for Old Sacramento Historic District Management Services beginning July 1, 2026 through January 1, 2027, while the City and DSP negotiate a new agreement.

 

This report also includes a resolution authorizing the City Manager or designee to execute amendments to City Agreement Number 2015-1888 which extend the agreement’s term and do not exceed the general scope of the agreement, as amended, in an amount not to exceed $1,079,400.

 

DSP has been providing management services for the Old Sacramento Historic District (District) since 2015 through City Agreement No. 2015-1888, and Supplemental Agreements Nos. 1 through 11, for a total not to exceed contract amount of $6,972,200.

PolicyConsiderations

Policy Considerations: The proposed action supports the City’s Central City Community Plan Goals CC.LUP 1-7 to improve the physical and social conditions, urban aesthetics, and general safety of the Central Business District and Old Sacramento.

 

Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7 Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least 10 days prior to City Council action.

RationaleforRecommendation

Rationale for Recommendation: Through City Agreement No. 2015-1888 DSP currently provides the following services in the District:

 

                     Management, coordination, and outreach services to City staff, visitors, citizens, property owners, merchants, and other interested parties regarding issues and events in the District; monitoring daily problems in the District; DSP also manages the stakeholder advisory group.

 

                     Maintenance services to include emptying trash receptacles; cleaning and pressure washing walkways, streets, and waterfront pedestrian surfaces; special event setup and cleanup; general beautification; graffiti abatement and daily inspections of the district, including lighting.

 

                     Partial reimbursement by the City for overnight security.

 

                     Liaison for outside event producers, or DSP as the producer of, special events; general marketing and promotion of the District as an entertainment, business and cultural destination, including maintenance of the District website; and providing seasonal décor throughout the district.

FinancialConsiderations

Financial Considerations: Supplemental Agreement No. 12 to City Agreement No. 2015-1888 is for services beginning July 1, 2026 through January 1, 2027, with an increase to the current contract amount of $602,200 for a new total contract not to exceed amount of $7,574,400. Sufficient funding is available in the Fiscal Year (FY) 2026/27 Proposed Operating Budgets for the Convention and Cultural Services Department and Citywide and Community Support under the Measure U Fund (Fund 2401), pending Council approval, to execute Supplemental Agreement No. 12 to City Agreement No. 2015-1888. Services provided in future fiscal years are subject to availability of funding in the adopted budgets of the applicable fiscal years.
