Description/Analysis
IssueDetail
Issue Detail: As part of the 2018 Memorial Auditorium Renovation Project, a temporary loading dock was designed and constructed to allow for large productions with multiple large trucks to unload along I Street without disrupting traffic. The temporary loading dock has provided a significant benefit by accommodating large productions, however it eliminated a portion of the adjacent sidewalk and on-street parking. The Memorial Auditorium Loading Dock Improvements Project will construct a new sidewalk to restore the pedestrian path of travel while maintaining the necessary access to the loading dock. The driveway is designed for heavy truck traffic around the loading dock, and the curb and gutter will be replaced. The project also includes the addition of electrical, streetlights, storm drainage, a traffic signal and landscaping improvements. Future improvements to the façade are planned but funding is currently not available.

PolicyConsiderations
Policy Considerations: The project is consistent with the Sacramento 2040 General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality as follows: The project promotes the development of an interconnected City (GP LUP-2.2), healthy transportation system options (GP M-1.3) and improve walking connectivity (GP M-1.15). The recommendations in this report are consistent with the provisions of Sacramento City Code 3.60: Contracts for Public Projects. Per City Code 3.60.090, all contracts for public projects involving an expenditure of $250,000 or more require approval by the City Council.

EconomicImpacts
Economic Impacts: This new infrastructure is expected to create 2.49 total jobs (1.43 direct jobs and 1.06 jobs through indirect and induced actives) and create $384,193 in total economic output ($242,160 of direct output and another $142,033 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

EnvironmentalConsiderations
Environmental Considerations:
California Environmental Quality Act (CEQA/NEPA): Environmental Planning Services has reviewed this project and determined that it is exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section Number 15301, Existing Facilities and Class 3, Section Number 15303, New Construction or Conversion of Small Structures. Categorical Exemption - Class 1 and 3, Sections 15301(c) and 15303(d).
End
Sustainability
Sustainability: The project advances active modes of transportation by providing improved and connected sidewalk infrastructure, which improves accessibility to a wide range of users and advances the City’s reduced vehicle miles traveled and sustainability goals.

RationaleforRecommendation
Rationale for Recommendation: The Memorial Auditorium Loading Dock Improvements Project will provide a sidewalk connection around the loading dock. It will remove and replace sidewalk, curb, gutter, and driveways to handle truck traffic and provide electrical, streetlight, traffic signal and landscaping improvements.
The project was advertised for construction, and a total of three bids were received on May 8, 2024. The results of the bids are summarized below:
|
Contractor |
Bid Amount |
LBE Requirement (5% Goal) |
|
B & M Builders, Inc. |
$622,240.00 |
7.3% |
|
Central Valley Engineering & Asphalt, Inc. |
$646,469.00 |
9.3% |
|
R & A Concrete, Inc. |
$113,000.00 |

The engineer’s estimate was $590,000.
Two of the three bidders were evaluated and met the required bid conditions. R & A Concrete, Inc. submitted an incomplete bid package which did not include all items of contract work and was disqualified as non-responsive. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, B & M Builders, Inc.
Construction is anticipated to begin July 2024 and be completed September 2024.
End
FinancialConsiderations
Financial Considerations: The total estimated cost of the Memorial Auditorium Loading Dock Improvements Project including design, environmental mitigation, construction, construction support and construction management is approximately $1 million. There are sufficient funds available in the Community Center Improvement Project (M17100000) to award the construction contract for the Memorial Auditorium Loading Dock Improvements Project to B & M Builders, Inc. for an amount not to exceed $622,240 (2018 Transient Occupancy Tax (TOT) Revenue Bond, Fund 6330) and cover remaining construction management and all other project related costs.
There is no General Fund planned or allocated for this project.

LocalBusinessEnterprise
Local Business Enterprise (LBE): B & M Builders, Inc., is not an LBE, but has partnered with one LBE, Parker Landscape Development, Inc. for this project to exceed the minimum LBE participation requirement. Parker Landscape Development, Inc. will provide 7.3% of the services. The contract award will comply with the LBE participation requirement goal of 5%.
