Description/Analysis
IssueDetail
Issue Detail: On January 30, 2023, the State of California issued a Notice of Funding Availability (NOFA) for the Strategic Growth Council’s Affordable Housing and Sustainable Communities (AHSC) program. The AHSC Program provides grants and affordable housing loans for compact transit-oriented development, along with related infrastructure projects to support the housing and reduce greenhouse gas emissions. The BRIDGE Housing Corporation worked with City Public Works staff to identify eligible transportation projects to include as part of the grant application.
On March 24, 2023, the City Council gave support for the BRIDGE Housing Corporation’s AHSC grant application, including the request for funding for transportation infrastructure improvements, and executed an Agreement between BRIDGE Housing Corporation and the City to cooperate in the delivery of their respective commitments to the grant. As part of this Agreement, BRIDGE Housing Corporation applied for grant funds from the AHSC Program for: (A) the construction of the affordable housing project located at 440 Arden Way; (B) the construction of sustainable transportation infrastructure to be implemented by the City of Sacramento, including a Woodlake Park accessible sidewalk and 7,000 linear feet of alley improvements in the Dixieanne neighborhood; and (C) the construction of specific transit-related improvements to be implemented by other parties.
BRIDGE Housing ultimately submitted an application and received grant funding to develop a new affordable housing project at 440 Arden Way. The City is a sub-recipient of the grant awarded to BRIDGE Housing. The grant scope for the construction of the Woodlake Park sidewalk will be implemented by the Department of Youth, Parks, and Community Enrichment, and the awarded AHSC funding for this component was transferred on July 1, 2025. The grant included $3,149,310 to go towards the improvement of 7,000 linear feet of alleyways in the Dixieanne Neighborhood. This pledged scope was identified for two phases: the first phase has already been constructed using other State grant funding, and the second phase will be designed and constructed with the awarded AHSC funds.
The Dixieanne Neighborhood is one of the most disadvantaged communities in the state, with a California Healthy Places Index in the 2nd percentile. Many of the alleys in the neighborhood have been gated by the City in response to concerns about illegal dumping and criminal activity, leaving behind a series of abandoned and blighted corridors behind homes. Due to the narrow widths of streets, the City has been unable to expand bicycle infrastructure in and around the Dixieanne neighborhood. By rehabilitating the alleys, residents will be able to utilize the reactivated space for low-stress pedestrian and bicycle travel.
With construction completed in Spring 2025, the Dixieanne Clean and Green Alleys Project (“Phase 1”) (T15235100) successfully rehabilitated 3,000 linear feet of unimproved alleys in the Dixieanne neighborhood. Rehabilitation work included the clearing of overgrown vegetation, grading and leveling the surface, and installing attractive pavers. These improvements were developed through robust community engagement and have been well-received by the neighborhoods.
With the Dixieanne Alleyways Improvements Project - Phase 2, the City will improve an additional 4,000 linear feet of alleyways to fulfill the obligation of a total of 7,000 linear feet of alleyway improvements in the Dixieanne neighborhood. Efforts will be made to connect the neighborhood to transit stops, local services and stores as well as to provide connections from Arden Way to Del Paso Boulevard where possible.
A request for proposals (RFP) was advertised on January 5, 2026, for professional services for preliminary engineering and final design, community outreach and agency coordination. The City received a single proposal, from Dokken Engineering, Inc. A panel representing staff from the Department of Public Works reviewed the proposal and consultant qualifications and recommends moving forward with Dokken Engineering, Inc. Approval of the Professional Services Agreement with Dokken Engineering, Inc, for an amount not-to-exceed $732,626 is necessary to deliver this project.

EnvironmentalConsiderations
Environmental Considerations:
California Environmental Quality Act (CEQA): This action involves the execution of a professional service agreement and budgetary transfer. Any request for approval of the activity involving physical changes in the environment would be accompanied by review as required by the California Environmental Quality Act (CEQA). The action is not a project as defined by CEQA and is not subject to environmental review at this point. These actions are administrative in nature; environmental review will occur over the course of the project. CEQA Guidelines section 15378(b)(4); 15060(c)(3).

Sustainability
Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action and Adaptation Plan includes several implementation measures to reduce vehicle trips. The project would provide low-stress bikeways within neighborhoods (TR-1.1); provide low-stress pedestrian connections (TR-1.2); and provide low-stress connectivity to transit stops (TR-2.10). These actions will reduce greenhouse gas emissions; help improve local air quality and provide equity to an historically underserved neighborhood.

Commission/Committee Action
Commission/Committee Action: The project will be presented to the Disabilities Advisory Commission and the Active Transportation Commission for review and feedback during project delivery.
End
RationaleforRecommendation
Rationale for Recommendation: Approval by the City Council is required to award a professional services agreement and perform the budgetary adjustments for the Dixieanne Alleyways Improvement Project - Phase 2 (T15265000). Award of the agreement and budgetary adjustments are needed to move forward with the project.
End
FinancialConsiderations
Financial Considerations: With the appropriation of grant funds into the Dixieanne Alleyways Improvement Project - Phase 2 (T15265000), there will be sufficient funding to execute the professional services agreement with Dokken Engineering, Inc, for an amount not-to-exceed $732,626.
