IssueDetail
Issue Detail:
In 2022-2023, the Office of Innovation and Economic Development implemented a grant from the National League of Cities to create an Economic Mobility Ambassador (“EMA”) program. Through this EMA program, eight trusted local leaders were brought on board and paid stipends over a six-month period to engage in training, outreach and engagement to ensure that Sacramento residents (particularly historically underserved residents) were aware of and able to make impactful connections with programs and services in the realms of workforce training and placement, small business development support, and financial coaching. During the training phase of the EMA program, the City collaborated with SETA, as that agency was conducting a similar effort with workforce navigators.
SETA applied for and was awarded an HRTP grant from the California Workforce Development Board to strengthen workforce opportunities, particularly for the Aggie Square innovation hub and key sectors including healthcare, education, information technology, and the public sector. This grant included $400,000 in funding for the City to extend its EMA work. A grant agreement with SETA is included as Exhibit A to the Resolution.
The grant will fund 18 ambassadors over a 21-month period, starting in July 2024 and ending in March 2026. The ambassadors will participate in monthly and quarterly trainings on economic mobility topics and resources, and will conduct outreach (both online and at in-person events) to connect Sacramento residents with related local opportunities around small business, workforce training/placement, and financial coaching/wellness. EMAs will focus on reaching residents of the Aggie Square priority ZIP codes of 95817, 95820, 95824, and 95828, but they will also work Citywide to reach low-income households and underserved residents. Success will be measured primarily through resident referrals made, but the City will also work with the EMAs to track resident referral outcomes (such as job or small business training completed, jobs obtained or small business growth, and/or financial coaching achievements around savings, credit, debt, and banking) when possible.

PolicyConsiderations
Policy Considerations: Acceptance of this grant and implementation of the work will allow the City to expand the scope, scale, and impact of its Financial Empowerment work, which is consistent with section E-4.2 of the City’s 2040 General Plan and the goals of the Office of Innovation and Economic Development.
End
EconomicImpacts
Economic Impacts: During the initial six-month pilot phase of the EMA program, the City’s EMAs reached many local residents through in-person events and online social media posts and documented 277 instances of residents actively requesting and receiving connections to various economic mobility resources including financial coaching, job training, and small business support. This new iteration of the EMA initiative is expected to build on this work by helping more households connect with economic mobility services and programs to improve their financial health.

EnvironmentalConsiderations
Environmental Considerations:
California Environmental Quality Act (CEQA): The proposed actions are not a project under CEQA pursuant to CEQA Guidelines sections 15060(c)(3) and 15378(b)(4), because they relate to government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, and CEQA Guidelines section 15061(b)(3) because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

RationaleforRecommendation
Rationale for Recommendation: This HRTP grant opportunity reflects SETA’s support for the initial outcomes and learnings that the City had from the first iteration of the EMA program and is a good opportunity to put these learnings into action for increased future impact.
End
FinancialConsiderations
Financial Considerations: Staff recommends establishing the Economic Mobility Ambassadors Project (G02002200) along with the revenue and expenditure budgets of $400,000 in the Operating Grant Fund (Fund 2702). Approximately $70,000 of these grant funds will support City staff time for program implementation.
